About this role
As the organization’s senior most staff member based in the Chinese Mainland, the Deputy Head develops and maintains trusted relationships with government and other external stakeholders, facilitates strategic dialogues, and provides insight into the evolving regulatory and operating environment. The role is accountable for leading and managing the local team, ensuring strong execution and alignment with key priorities. The role also serves as a key advisor to regional and global leadership on matters affecting the organization’s activities, reputation, and long-term positioning in China.
This position requires a comprehensive understanding of CFA Institute’s strategic objectives and initiatives globally and locally, with the ability to effectively represent, promote, and advance these priorities with local stakeholders, in close collaboration with internal subject matter experts.
The Deputy Head of China is based in Beijing, China, and reports to the Country Head of China.
ESSENTIAL FUNCTIONS
Government & Regulatory Engagement
Own and drive the organization’s end-to-end government and regulatory engagement strategy in China, ensuring alignment with enterprise priorities and long-term market positioning.
Anticipate, interpret, and contribute to the evolving regulatory and policy landscape to mitigate risk, shape outcomes where appropriate, and inform executive decision-making.
Establish and leverage high-impact relationships with senior stakeholders across government agencies, regulators, supervisory bodies, and key industry associations to advance organizational interests and credibility in the market.
Serve as the primary senior liaison with high-level government and regulatory stakeholders on matters affecting the organization's operations and strategic priorities.
Facilitate regular dialogues with regulatory authorities to enhance mutual understanding and support effective communication.
Regulatory Monitoring & External Environment
In collaboration with Legal and other relevant internal functions:
Monitor legislative regulatory and policy developments relevant to the organization’s activities in China and assess and communicate potential and real implications to regional and global leadership.
Coordinate responses to regulatory consultations, inquiries, and information requests.
Support crisis management and the resolution of issues involving regulatory or government stakeholders.
Strategic Leadership & Advisory
Serve as a strategic advisor to the Country Head and regional and global leadership on government affairs, stakeholder engagement, and operating considerations in China.
Serve as a member of the China Management Committee, collaborating closely with local, regional, and global stakeholders to support business objectives. Contribute to senior leadership forums, including the Leadership Team APAC Subcommittee and Board meetings, sharing relevant updates and strategic insights
Provide insight and recommendations on risks, opportunities, and emerging issues affecting the organization’s long-term objectives.
Lead senior-level engagement and strategic dialogues with regulators and government stakeholders on matters of organizational significance.
Represent China-based perspectives in enterprise discussions and support business planning with expertise on the local operating environment.
Cross-Functional Leadership and Office Management
Provide leadership and oversight for China’s Office Management, staff engagement and team collaboration
Lead and supervise government relations, compliance, enterprise risk management, and operation functions, ensuring integrated strategic and operational management.
Ensure compliance with regulatory requirements and alignment with enterprise policies, governance frameworks, and local operating needs.
Oversee risk identification, assessment, and mitigation across China operations, and strengthen clear accountability and cross-functional coordination.
Promote a culture of integrity, accountability, and proactive risk management across the organization.
Lead Support regulatory examinations, reporting and reviews, ensuring effective preparation, stakeholder alignment, and timely resolution of findings and report submission.
Partner with Global Teams including Legal, Compliance, Risk Management, Marketing, and other business leaders to ensure coordinated and effective management of regulatory and stakeholder matters.
Drive business sustainability and operational efficiency by leading cross-functional initiatives related to significant regulatory, compliance, governance, and operational priorities.
QUALIFICATIONS
Experience & Education
15+ years of experience in government affairs, regulatory affairs, compliance, risk management, public administration, financial services regulation, or related fields.
Significant experience engaging with Chinese government agencies and regulatory authorities.
Experience leading compliance, risk management, or other governance-related functions preferred.
Demonstrated ability to operate effectively within complex regulatory and stakeholder environments.
Experience advising senior executives and managing relationships with high-level external stakeholders.
Knowledge & Skills
Deep understanding of China's regulatory, supervisory, and governmental landscape.
Strong understanding of governance, compliance, and enterprise risk management principles.
Excellent stakeholder management and relationship-building capabilities.
Strong strategic judgment and organizational leadership skills.
Ability to navigate complex and evolving regulatory environments with professionalism and discretion.
Fluency in Mandarin Chinese and English required
Excellent communication skills including written, verbal, listening, and presentation; comfortable and competent presenting to large audiences.
Ability to use standard office software, such as Word, PowerPoint, Excel to a high standard.

Must travel comfortably.
Energy to put in the hours of concentrated work necessary to achieve goals while maintaining a positive attitude.
TRAVEL REQUIREMENTS
Some regional and global travel will be required as well as occasional travel to CFA Institute conferences, meetings and events. Approximately 15%.
