Job Summary
The Director, Electric Transmission and Substation Capital Delivery is responsible for leading the successful execution of a portfolio of electric transmission line and substation capital projects for CenterPoint Energy’s Houston service territory. This role provides strategic leadership and operational oversight to ensure projects are delivered safely and in accordance with approved scope, schedule, budget, quality, regulatory, and governance requirements. The Director manages a capital portfolio of approximately $1 billion.
Essential Functions
- Lead the planning, execution, and delivery of a portfolio of transmission line and substation capital projects, ensuring alignment with company strategy, reliability objectives, regulatory commitments, and customer needs.
- Ensure project teams deliver approved scope within established schedule and budget commitments while meeting safety, quality, environmental, and operational requirements.
- Provide oversight of project governance processes, including stage gates, approvals, change control, cost forecasting, schedule management, risk reviews, and executive reporting.
- Manage portfolio-level performance, including budget utilization, schedule adherence, risk exposure, resource needs, and project health indicators.
- Establish and reinforce consistent project management processes, procedures, controls, and accountability across the capital delivery organization.
- Identify, assess, and manage risks at both the project and portfolio levels, including permitting, siting, engineering, procurement, construction, outage coordination, stakeholder, commercial, and regulatory risks.
- Serve as a senior escalation point for project issues impacting cost, schedule, scope, quality, safety, stakeholder commitments, or regulatory obligations.
- Collaborate with engineering, construction, operations, supply chain, legal, regulatory, finance, environmental, land/ROW, and external partners to support successful project delivery.
- Oversee contractor and vendor performance to ensure execution quality, contract compliance, safety performance, and achievement of project objectives.
- Develop and communicate executive-level portfolio updates, forecasts, risk summaries, decision needs, and performance insights for senior leadership and governance committees.
- Lead, coach, and develop project management and capital delivery teams, fostering a culture of accountability, collaboration, continuous improvement, and disciplined execution.
- Portfolio responsibility of approximately $1 billion in active and planned transmission and substation capital projects.
- Project values ranging from approximately $100,000 to $500 million.
- Oversight of multiple concurrent projects across various phases of development and execution.
- Leadership accountability for project delivery performance, governance compliance, risk management, stakeholder alignment, and executive reporting.
Education Description
- Bachelor’s degree in engineering, construction management, business, project management, or a related field; advanced degree preferred.
Experience
- Typically requires 12 or more years of progressive experience in electric utility, transmission, substation, engineering, construction, or capital project delivery roles.
- Demonstrated experience leading large, complex capital project portfolios, preferably within an investor-owned utility or regulated electric utility environment.
- Strong knowledge of transmission line and substation project lifecycles, including planning, engineering, procurement, permitting, construction, commissioning, and closeout.
- Experience managing capital budgets, cost forecasts, schedules, contracts, project controls, governance processes, and portfolio-level performance reporting.
- Proven ability to manage risk, resolve complex project issues, and make timely decisions in a highly regulated, safety-focused operating environment.
- Experience leading cross-functional teams and influencing stakeholders across technical, commercial, regulatory, financial, and operational disciplines.
- Professional Engineer license, Project Management Professional certification, or related credentials preferred.
