The Opportunity: Lead, Innovate, and Stabilize
As the Clinical Program Manager for our DPH/BSAS-funded Low Threshold Housing Program (LTH), you will establish and oversee a residential housing model founded on the principles of housing first, harm-reduction, and trauma-informed care. Working closely with divisional leadership, you will guide staff and program operations toward individual stabilization by connecting participants to mental health, primary care, and substance use resources.
Your Impact & Responsibilities:
· Program Leadership: Promote trauma-informed and harm-reductive sheltering practices. Manage participant referrals, intake, admissions, and discharges according to contract guidelines to ensure the site remains filled to capacity.
· Staff Supervision & Development: Orient, train, and supervise a team of case managers, community health workers, and direct care staff. Conduct weekly staff meetings, weekly individual supervision, and annual evaluations while ensuring contract training compliance.
· Operations & Compliance: Manage site scheduling and vacation requests to ensure 100% staff coverage, stepping in to cover shifts if necessary. Monitor site compliance regarding contracted rehousing, database management, and BSAS case file standards.
· Crisis & Risk Management: Direct risk management efforts, participate in on-call elevation protocols, and respond immediately to medical, mental health, or substance use crises to maintain a safe, therapeutic atmosphere.
· Facilities & Administration: Coordinate operations with administrative, fiscal, and HR entities. Liaise with maintenance or property management regarding facility repairs, and assist with landlord and City office compliance.
What You Bring (Minimum Qualifications):
· Education & Experience: Master’s Degree in a professional field (e.g., MSW), 5 years of clinical experience, and significant prior supervisory experience in the field of human services.
· Industry Expertise: Deep training and knowledge regarding homelessness, addictions, crisis management, and working with psychiatric or substance use histories.
· Certifications & Logistics: CPR & First Aid Certification, a valid driver's license for occasional client transport in Agency vehicles, and the ability to manage the physical and mental demands of a busy residential program.
