Job Summary:

B&A is looking for a Top-Secret Junior FOIA Analyst to join a contract with a federal government client in support of an important mission. We are seeking a Senior FOIA Analyst to join our team in Suitland, Maryland supporting the Joint Staff Declassification Branch (JSDB) within the Information Management Division (IMD). In this role, you will conduct document-level declassification reviews across multiple processes—including Automatic Declassification Review (ADR), Mandatory Declassification Review (MDR), Foreign Relations of the United States (FRUS), Freedom of Information Act (FOIA), and Special Review (SR)—in accordance with Executive Order 13526, applicable Joint Staff instructions, classification guides, and external agency guidance.

Qualified applicants may be subject to a security investigation and must meet minimum qualifications for access to classified information.

Responsibilities:

  • Conduct line-by-line, document-level declassification reviews across the ADR, MDR, FRUS, FOIA, and Special Review (SR) processes in accordance with Executive Order 13526, applicable Joint Staff instructions, classification guides, and external agency guidance and statutes.
  • Process high-level, short-suspense Special Review (SPR) requests originating from members of Congress, the DoD Office of General Counsel, and other external agencies.
  • Assist with internal FOIA and MDR document searches and provide recommended responses with supporting rationale.
  • Generate timely, accurate, and comprehensive reports concerning records reviewed by the Declassification Branch as tasked.
  • Archive completed declassification actions into the Joint Staff electronic archiving repository within 5 business days of receipt, maintaining a minimum 99% acceptable quality level.
  • Maintain, update, and ensure the accuracy of Declassification Branch databases.
  • Provide guidance and quality assurance support to junior analysts as needed.

Education and Experience:

Bachelor’s degree in the Social Sciences is required. Candidates with a degree in other disciplines, or without a bachelor’s degree but having considerable professional/military experience, may be accepted based on documented declassification work experience subject to Joint Staff concurrence. Candidates must meet one of the following experience requirements:

  • Must possess 1 year of experience conducting DoD declassification reviews in at least two of the following processes: ADR, MDR, FRUS, FOIA, or SR; OR
  • Must possess a total of 2 years of experience conducting declassification reviews for the Joint Staff, defined as possessing at least 1 year of experience in each process.

Required Skills:

  • Thorough understanding of Executive Order 13526, classification criteria, and Freedom of Information Act (FOIA) provisions.
  • Knowledge of Joint Staff structure, mission, history, and equities.
  • Must have completed the Department of Energy’s Historical Records and Restricted Data Reviewer course.

Security Clearance

Must possess a final and fully adjudicated Top-Secret clearance with SCI eligibility.
