WX - Director of Field Operations
About this role
CEDA (Community and Economic Development Association) is a mission-driven nonprofit dedicated to helping communities thrive and fighting poverty. We are seeking a Director of Field Operations to lead production, field operations, and contractor performance across our Energy Conservation and Weatherization programs.

What You'll Do:
Lead field operations for Energy Conservation and Weatherization programs, including single-family, multifamily, HVAC, and utility-funded initiatives
Drive production performance and ensure teams meet program goals, spending targets, quality standards, and funding requirements
Partner with managers and field teams to improve operational efficiency and maximize program outcomes
Monitor production metrics, project timelines, and program performance using established tracking tools
Resolve client and contractor escalations while providing guidance and support to managers
Oversee implementation of Weatherization Plus and Healthy Homes measures in accordance with state and federal guidelines
Coordinate with fleet and equipment teams to ensure operational needs are met
Respond to field emergencies and work with contractors and managers to quickly resolve issues
Lead procurement processes, including RFP development, contractor selection, bid evaluations, and negotiations
Ensure compliance with quality standards, building performance requirements, and program regulations
Collaborate with leadership to improve workflows, operational processes, and organizational effectiveness
Provide regular operational updates, performance reporting, and recommendations to senior leadership
Perform other duties as assigned

What We're Looking For:
Required:
Bachelor's degree in construction management, Building Science, Engineering, Business Administration, Public Administration, or a related field, OR 10 years of equivalent experience
Minimum of 7 years of experience managing field operations, construction projects, weatherization programs, energy efficiency programs, or related operational environments
Demonstrated experience managing production targets, project timelines, contractors, and field-based teams
Strong leadership experience overseeing managers, supervisors, and cross-functional teams
Ability to obtain Building Performance Institute (BPI) credentials and required State Training and Certification Program (TCP) certifications within one year of hire
Valid driver's license, reliable transportation, and ability to travel throughout Cook County and surrounding areas
Preferred:
Experience with nonprofit organizations or community action agencies
Familiarity with Illinois Home Weatherization Assistance Program (IHWAP)
Experience managing utility-funded energy efficiency programs
Project Management Professional (PMP) certification
Knowledge of procurement processes, contractor negotiations, and bid management
Experience with multifamily and single-family construction or weatherization projects

Ability to manage multiple priorities, funding sources, and deadlines simultaneously
Knowledge of construction, weatherization, building science, and energy conservation principles
