AFRICOM – Construction Development Planner
About this role
The Opportunity:
The Construction Development Planner supports identification, scoping, and management of exercise-related construction projects that enable strategic access and long-term partner capacity. The role strengthens AFRICOM’s J37 ability to integrate infrastructure development with operational and strategic objectives into AFRICOM exercises.
Responsibilities:
Develop project proposals that support future exercises, partner-nation capacity, strategic basing, and mobility corridors.
Coordinate with AFRICOM J4, J8, components, and host-nation engineers to validate requirements, gather technical data, and assess feasibility.
Apply best practices in expeditionary engineering, construction timeline forecasting, resource estimation, and environmental/humanitarian impact considerations.
Support programming documentation, cost estimation, requirements justification, and prioritization within AFRICOM’s broader infrastructure planning framework.
Integrate lessons learned from previous construction projects into new proposals and execution strategies.
Create Senior Leader briefings detailing project impacts, cost/benefit analysis, risks, and alignment with long-term command objectives.
Qualifications:
Required:
Bachelor’s degree in engineering, construction management, or related field and 10 years of relevant experience or 15 years of relevant experience.
TS/SCI clearance required.
7+ years of experience in construction project planning and management.
Familiarity with DoD construction standards, environmental impact assessments and related funding lines.
Desired:
Master’s degree in engineering or project management.
Experience with expeditionary engineering and infrastructure development in austere environments.
Prior work with AFRICOM or similar commands.
Strong analytical and documentation skills.
Experience producing senior leader briefings and impact assessments.

Pay Range:
There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
