Position Summary

Butcher Power Products is experiencing significant growth and is building the internal people infrastructure necessary to support the next stage of our evolution. We are hiring an HR Manager to lead HR Operations and establish the systems, processes, and leadership practices needed to scale the organization.

Many of our HR processes are still early in their maturity, and we are transitioning from a historically PEO-supported model toward stronger internal capability. We are looking for a leader who enjoys building structure, improving processes, developing people, and creating scalable HR practices that support both employees and managers.

This role will oversee employee relations, compliance, benefits, leave administration, payroll coordination, HR operations, manager support, people processes, and HR service delivery while leading a team that includes a Lead HR Generalist, HR Generalist, and future HR Coordinator (People Operations).

As BPP continues scaling toward a substantially larger workforce over the coming years, the HR Manager will play a key role in ensuring our HR function grows alongside the business.

You will report to the VP of HR & Talent and partner closely with leaders across Operations, Engineering, Finance, Safety, Training, Recruiting, and executive leadership.

What You Will Do

Lead the HR Operations Team
  • Coach, develop, and mentor the Lead HR Generalist, HR Generalist, and future HR Coordinator.
  • Establish HR service standards, response expectations, and operational priorities.
  • Build scalable workflows, improve service delivery, and reduce administrative inefficiencies.
  • Provide leadership, accountability, and direction across HR operations.
Own Employee Relations & Manager Support
  • Serve as the primary escalation point for employee relations concerns.
  • Conduct workplace investigations involving policy violations, misconduct concerns, workplace conflict, and employee complaints.
  • Coach managers on performance management, corrective action, documentation, accountability, and difficult conversations.
  • Ensure consistent and fair application of HR policies and practices across the organization.
Lead Compliance & Risk Management
  • Ensure HR practices comply with federal, state, and local employment laws.
  • Oversee policy administration, policy interpretation, and policy implementation.
  • Manage HR audits, compliance initiatives, and documentation requirements.
  • Identify and mitigate HR-related risks.
Oversee Benefits, Leave & Payroll Administration
  • Oversee employee benefits administration and employee support programs.
  • Manage leave administration, accommodations, and return-to-work processes.
  • Provide oversight of payroll administration and employee data management.
  • Ensure employee records and HR systems remain accurate and current.
Improve Systems, Processes & Service Delivery
  • Partner with the Lead HR Generalist to improve HR systems, workflow governance, reporting, and service delivery processes.
  • Leverage data and trends to identify opportunities for operational improvement.
  • Ensure HR service requests are routed, tracked, and resolved effectively.
  • Support development of scalable policies, SOPs, and process documentation.
Partner with the Business
  • Support workforce planning, performance management, talent review, succession planning, and internal mobility efforts.
  • Partner with Recruiting on onboarding transitions and workforce growth initiatives.
  • Partner with Training on employee development and workforce readiness programs.
  • Support a culture of professionalism, accountability, development, and operational excellence.
Manage Vendors & External Partnerships
  • Serve as the primary relationship owner for Insperity and future HR vendors.
  • Manage vendor performance, service delivery expectations, and escalations.
  • Partner with Finance and leadership on vendor effectiveness, renewals, and long-term HR infrastructure planning.
  • Ensure external partners support the organization's growth and operational objectives.

Qualifications

Required
  • Bachelor's degree in Human Resources, Business Administration, Organizational Leadership, or related field, or equivalent experience.
  • 7+ years of progressive Human Resources experience.
  • 3+ years of HR leadership or team management experience.
  • Strong employee relations and workplace investigation experience.
  • Strong understanding of California employment law and HR compliance practices.
  • Experience across benefits, leave administration, compliance, employee lifecycle management, and manager support.
  • Experience coaching leaders through employee relations and performance matters.
  • Strong judgment, discretion, communication, and problem-solving skills.
  • Ability to operate effectively in a fast-paced, high-growth environment.

Preferred
  • Manufacturing, industrial, construction, or electrical industry experience.
  • Experience transitioning an organization from a PEO-supported model to a more mature internal HR structure.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
  • High-growth company experience.
  • Experience improving HR systems, processes, and operational workflows.
  • Experience with HRIS, ticketing systems, benefits administration, payroll systems, and employee service delivery models.

This is a build-and-scale leadership role. Some processes are still being developed and priorities will continue to evolve as the business grows. Success requires strong judgment, ownership, collaboration, and a willingness to build rather than simply maintain.
