Coordinator II- Ryan White Dental Program (Infectious Disease Bureau)
About this role
The Ryan White Dental Program (RWDP) is a comprehensive dental access program for persons living with HIV/AIDS (clients) in Massachusetts and Southern New Hampshire, funded under Ryan White Part A and with funds from the Massachusetts Department of Public Health (MDPH). Services funded are recruitment of dentists and preventive, diagnostic and therapeutic services rendered by licensed dentists and dental hygienists to eligible clients. RWDP contracts with over 100 providers- Private offices, Community Health Centers, and small local chains that serve over 2,800 RWDP clients on an annual basis.
Duties
Supports program monitoring and ensures that the program meets contractual goals and objectives.
Collaborates with program management to determine program requirements, standards and goals.
Evaluates projects or initiatives to determine effectiveness and to recommend changes/improvements.
Provides technical assistance to clients, case managers, and dental providers, and responds to inquiries regarding program scope and covered services.
Reviews client applications to determine eligibility for RWDP based on factors such as health status, residency, and income per guidelines set forth by HRSA. If ineligible for services, follow up with the referring party to present justification of denial. If eligible for services, move the application along to be processed.
Coordinates client referrals to contracted dental providers and support transitions of care.
Communicates with clients and providers related to billing issues, check verification, services, upcoming meetings/conferences, updating files with clients and any other issues or questions.
Assists and verifies client enrollment with providers and the approval and denial of dental services. Maintains Dental Treatment database collection and reporting.
Enters client data into an electronic health system, which includes updating current client files and creation of new files as well as reviewing outcome measurement and reporting.
Develops educational materials for clients to improve oral health and assist with presenting program information to consumers and dental providers.
Answers any questions from clients or providers including social workers and case managers about the scope of services that the program may or may not cover.
Coordinates mailings to providers regarding any program updates relevant publication, and/or information about educational and training opportunities.
Assists RWDP staff in preparing required reports for BPHC Ryan White Services, HRSA and MDPH.
Works to help BPHC advance as an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy.
May supervise RWDP staff and interns; train and evaluate staff; and/or review the work of subordinates for completeness, accuracy and content as directed.
Performs other duties as required.
This job description is based on the Program Coordinator series. May be required to perform any and all duties and responsibilities of Program Coordinator I, as set forth in the BPHC Program Coordinator Series.
Master's degree in Public Health, Health Policy Administration, or a related discipline, such as sociology, organizational psychology, public health nursing, or health· communications required; OR BA/BS and 2 years of equivalent experience in public health program coordination, and/or management; OR 5 years of equivalent experience in public health program coordination, and/or management may be substituted for undergraduate degree.
Demonstrated experience coordinating and implementing complex projects in the area of position.
Experience working with a web-based database and data entry.
Experience collaborating with clients and/or providers serving a variety of populations, which may include the LGBTQIA+ community, communities of color, substance abuse populations, and/or women and youth.
Ability to prepare reports and to maintain accurate records.
Ability to write clearly and concisely and to follow and to give written and oral instructions in a precise, understandable manner.
Ability to understand, explain, apply the laws, rules, regulations (federal, state, and local), policies, procedures of unit activities.
Ability to supervise, including: planning and assigning work; evaluating and motivating staff; determining the need for disciplinary action; and either recommending or initiating disciplinary action.
Excellent interpersonal skills, ability to communicate effectively, and an ability to establish rapport with others to maintain harmonious working relationships with others required.
Advanced knowledge & experience with MSOffice, MSWord/Excel, Windows and/or other software.
Advanced experience with and knowledge of local community agencies and health care providers; demonstrated ability to establish effective communications and working relationships with community agencies and providers.
Ability to plan, develop, coordinate and evaluate health programs or services for the community.
Exceptional organizational skills with the ability of developing timelines and meeting deadlines.
Demonstrated cultural competence with the diverse ethnic, cultural and socio-economic groups.
Knowledge of or willingness to learn about the role of public health in addressing racism, the social determinants of health, and inequities in health outcomes as well as strategies to advance racial justice and health equity.
Commitment to health equity and racial/social justice issues.
Knowledge of oral health practices, HIV oral disease, dental codes, ability to work with dental staff, clients, and advocates on treatment plans is preferred.
