Job Summary:      

The Program Manager provides for the day to day administration, programming, and operations of a community based support program serving adults with intellectual and developmental disabilities and complex needs. The Program Manager contributes to Bay Cove’s mission by providing effective and compassionate services and through advocacy and leadership.  

This position is exempt.

Supervisory Responsibilities:

Supervision of all regular program and relief staff.

Essential Functions of the Position:

  • Participates in staff recruitment, interviewing and, hiring. Provides staff orientation to program, work assignments, scheduling, direct observation of work, supervision of program staff, conflict resolution, progressive discipline, and performance evaluation. Ensures that all program staff are properly trained. 
  • Carries out tasks related to the day to day operations including scheduling staff, implementing and training of technology, facilitating staff meetings, carrying out financial and budgetary processes (such as petty cash, payroll, pertinent client finances, etc), while adhering to the program budget.
  • Provides crisis assessment, prevention, and needed intervention during the business day and while on-call on nights and weekends as scheduled.
  • Ensures adherence to program model based on Positive Behavioral Supports including Behavioral, Nursing, and Operations Teams’ requirements. 
  • Coordinates service plan development and implementation, monitors, and communicates effectiveness of clinical plans.
  • Ensures and provides advocacy and case management services. Ensures program coverage and provides direct support as needed. 
  • Represents Bay Cove to the community and stakeholders professionally and with respect. 
  • Ensures accurate, professionally written, and timely programmatic documentation using Ehana, Dayforce, HCSIS, and other platforms.
  • Ensures that agency policies and regulatory standards are met and maintained, including internal QA, and external regulatory bodies, such as DDS, DPH,  MassAbility, MassHealth, HUD, CMS, CARF, DPPC, DTA, and MAP.
  • Ensures the proper maintenance of the physical site and program vehicle in compliance with all state, federal and Bay Cove regulations and requirements. 
  • Complete other duties and tasks as assigned by supervisor.

Requirements for the Position:      

  • BA/BS in related field preferred with at least 1 year experience in the human service field.
  • 4+ years previous work experience in human service setting with demonstrated leadership skills in lieu of educational requirement. 
  • Certifications: CPR/SFA, within 30 days of hire, Mandt & DPH MAP Certification within 90 days of hire, Driver’s License upon hire. 
  • Proficient in clinical and professional verbal, writing, and computer skills. 
  • Ability to go up and down stairs and the physical capacity to physically assist persons served as needed. 
  • Use of personal cell phone and/or vehicle

Pay Rate:$59,829 annual salary

Behavioral Health Integration services: a state-funded Community Behavioral Health Clinic and two federally funded Certified Community Behavioral Health Clinics (in Boston and Cape Cod), integrating substance use and mental health services.

Community Partner and Health Home services for people with serious mental illness or long-term support needs, aiming to improve health outcomes through integrated healthcare and behavioral healthcare services.

Early Intervention Program promoting optimal development for children under three who are developmentally delayed, have a known disabling condition, or are at risk due to biological or environmental factors.
