Performs a broad range of duties in support of the development and implementation of human resources initiatives and systems. Benefits administration, employee relations, training and development, staffing, and employment law compliance.

ESSENTIAL DUTIES
Assures compliance with all Bank policies and procedures and all applicable state and federal banking laws, rules and regulations. Monitors the legislative and regulatory environment for proposed changes and potential impact to the Bank, takes appropriate proactive steps to support, modify, or oppose the proposed changes.
Performs benefit administration to include claims resolution, change reporting, reviewing and reconciling invoices, and communicating benefit information to employees.
Conducts annual salary surveys and analyzes compensation; monitors performance evaluations and recommends changes to ensure cost-effectiveness, market competitiveness, and internal equity.
Conducts orientations, training and development, employee relations, and exit processing.
Prepares and reviews paperwork required to place employees on payroll and establishes personnel files.
Serves as a payroll back up; interprets and applies finance and accounting practices to post general ledger and deposit account transactions.
Administers the Bank’s training efforts. Evaluates effectiveness of training programs and recommends changes as warranted.
Maintains department records and reports. Participates in administrative meetings. Maintains company information for audits and informational purposes.
Administers carrier connections with benefits providers. Researches and troubleshoots issues as needed.
Administers performance review automation, communications, and coaching.
Provides consultative and advisory resources to managers on employee relations.
Updates job descriptions; provides counsel to managers to accurately reflect job duties.
Administers leave management; applies Bank policies and procedures with the complex Federal and State leave programs.
Answers telephones, answers questions and directs callers to proper Bank personnel.
