Amentum is seeking a Port Control Tower Watch to support a unique US Navy program on the island of Diego Garcia. The Port Control Tower Watch will be responsible for the safe, efficient, and orderly management of harbor operations by coordinating vessel movements, assigning docking and mooring locations, and maintaining navigable waterways. This position monitors marine traffic, operates harbor communication systems, maintains operational records, coordinates emergency response requests, and assists in the enforcement of marine regulations and harbor ordinances.

Job Responsibilities:

  • Coordinate the safe movement of vessels entering, departing, and operating within the harbor.
  • Assign docking berths and mooring spaces for commercial, government, and recreational vessels.
  • Monitor harbor traffic and maintain navigable channels to ensure safe marine operations.
  • Operate marine communication systems and maintain continuous communication with vessel operators and harbor personnel.
  • Record and track all vessel arrivals, departures, and movements within the harbor.
  • Communicate scheduled vessel departure and arrival times to appropriate stakeholders.
  • Assist in the enforcement of local marine ordinances, harbor regulations, and operational procedures.
  • Coordinate and facilitate requests for emergency assistance involving marine operations.
  • Maintain accurate harbor logbooks, operational records, reports, and documentation.
  • Prepare daily, weekly, and monthly reports on harbor activities and vessel traffic.
  • Survey and document the number, size, type, and utilization of vessels using harbor facilities.
  • Supervise the inspection and maintenance of harbor navigational aids, including markers, buoys, floats, and related equipment.
  • Prepare and submit requisitions for harbor equipment, supplies, and maintenance requirements.
  • Monitor harbor conditions and recommend operational improvements to enhance safety and efficiency.
  • Ensure compliance with company policies, customer requirements, environmental regulations, and applicable maritime standards.
  • Perform other job-related duties as assigned that are consistent with the nature and level of the position.

Required Qualifications:

  • High school diploma or equivalent.
  • Minimum of four (4) years of experience in one or more of the following:
    • Law Enforcement
    • Marine conservation
    • Marine construction
    • Marine transportation
    • Marine maintenance
    • Commercial fishing
    • Service as a merchant mariner or United States Navy Seaman
  • Thorough knowledge of harbor operations, marine facility maintenance, and waterfront infrastructure.
  • Working knowledge of nautical terminology, navigation principles, and maritime calculations.
  • Ability to effectively communicate with vessel operators, emergency responders, and government officials.
  • Strong organizational, recordkeeping, and administrative skills.
  • Proficiency using radio communications and marine communication equipment.
  • Must be in possession of a valid passport and be able to travel internationally.
  • Passport must be valid for a minimum of one (1) year or more at the time of hiring.
  • Ability to obtain country-specific visas per the U.S. Department of State Foreign Clearance Guide.
  • Ability to successfully pass contract medical requirements and maintain compliance throughout the duration of deployment.
  • Must be able to obtain and maintain all required facility credentials, security clearances, and access authorizations.
  • Must be able to speak, read, and comprehend English.

Preferred Qualifications:

  • Bachelor’s degree in Criminal Justice, Marine Conservation, Marine Transportation, Marine Maintenance, or a related field from an accredited college or university.
  • Current United States Coast Guard Master’s License.
  • Prior experience working in an austere OCONUS (Outside the Continental United States) environment with a multi-national workforce
  • Excellent organizational, time management, problem solving, and customer service skills.
  • Must be able to meet physical requirements including walking, standing, stooping, kneeling, crouching, crawling, climbing ladders and stairs, and negotiating uneven or moving surfaces.
  • Must be capable of working outdoors for extended periods in varying weather conditions.
  • May be exposed to marine hazards, heavy equipment, moving vessels, noise, and adverse environmental conditions.
  • Living and working conditions may be remote, austere, and physically demanding.
  • Must be willing to work extended hours, weekends, holidays, and respond to operational emergencies as required.
  • Personnel should be prepared to mobilize on short notice and operate under adverse conditions.
  • A valid driver’s license to legally operate a motor vehicle. Valid country driver’s license. and passport.
  • Country visa, when required in accordance with the U.S. Department of State Foreign Clearance Guide.

Working Environment

This position is located on Diego Garcia, British Indian Ocean Territory (BIOT), a remote overseas location supporting U.S. Government operations. Employees may work in office, industrial, warehouse, port, airfield, and outdoor environments and may be exposed to high temperatures, humidity, inclement weather, noise, dust, and uneven terrain. Work schedules may include evenings, weekends, holidays, and extended hours based on operational requirements.

Physical Requirements

Requirements may include prolonged sitting, standing, walking, climbing stairs, lifting up to 25 pounds regularly and 50 pounds occasionally, and working in both indoor and outdoor environments. Must be able to meet all medical, security, and deployment requirements associated with assignment to a remote overseas location.
