Our client, a fast-growing manufacturing company, is looking for a qualified candidate to join their firm.
Logistics Cost Management
- Manage bidding and quotation collection for logistics and transportation services to ensure competitive pricing and suitable service quality.
- Regularly update freight forwarding quotations and maintain accurate logistics cost information for internal reference and planning.
- Handle payment procedures related to logistics services, freight forwarding, transportation, and other associated expenses.
- Prepare and maintain periodic logistics cost reports to support cost monitoring, analysis, and budgeting activities.
Customs Procedures and FTA Certificate of Origin Management
- Handle import and export customs clearance procedures in compliance with applicable customs regulations and internal requirements.
- Prepare, review, and submit necessary customs documentation to ensure smooth and timely clearance of import-export shipments.
- Coordinate and process tax payments arising from import and export activities.
- Prepare required documents and supporting records for customs inspections, audits, and post-clearance reviews.
- Manage Certificate of Origin procedures under applicable Free Trade Agreements for both import and export shipments.
- Ensure FTA Certificate of Origin documentation is properly prepared and maintained to support customs compliance and preferential tariff treatment.
Delivery Management
- Arrange vessel and truck bookings for import and export shipments based on delivery schedules and operational requirements.
- Coordinate with freight forwarders, transportation providers, suppliers, and relevant internal departments throughout the shipment process.
- Follow up on shipment schedules, transportation status, and delivery timelines to ensure goods are delivered on time.
- Proactively handle delivery-related issues and communicate with relevant parties to minimize delays or disruptions to operations.
Tax-Exempt Material Management
- Coordinate with relevant departments to manage Bills of Materials for materials and products subject to tax exemption policies.
- Maintain and monitor in-out stock records of tax-exempt materials to ensure accuracy and compliance with customs requirements.
- Review material consumption and inventory records to ensure consistency between actual usage, BOM information, and customs declarations.
- Prepare and maintain necessary documentation related to tax-exempt imported materials used for export production.
- Coordinate with relevant teams in preparing Certificate of Origin documentation for exported goods.
- Manage and update export norms and other related records required for customs declaration and compliance purposes.
Cargo Insurance Management
- Arrange appropriate cargo insurance coverage for import and export shipments based on shipment requirements.
- Coordinate with relevant parties regarding insurance applications and supporting documentation.
- Handle insurance fee payments and maintain relevant records for import-export shipments.
- Follow up on insurance-related matters when required to ensure shipments are properly covered during transportation.
Customs Regulations, Circulars and HS Code Management
- Monitor and regularly update new customs decrees, circulars, regulations, and official guidance issued by customs authorities.
- Review information published by relevant government agencies and official customs websites to identify regulatory changes affecting import-export activities.
- Communicate important customs updates to relevant internal departments when necessary.
- Review and determine appropriate HS Codes for newly imported or exported materials.
- Maintain and update HS Code information in the internal HS Code management file to ensure accurate customs declarations.
Customs Audit
- Support the team leader during post-clearance customs audits conducted at the factory, including matters related to HS Codes, tax exemption policies,
- FTA Certificates of Origin, and other customs compliance areas.
- Prepare and provide supporting documentation requested during customs inspections and post-clearance audit processes.
- Coordinate directly with relevant customs authorities and follow up on their requirements, requests, and recommendations.
- Work closely with internal departments to collect necessary information and documents during customs audit activities.
- Support the team leader in conducting annual internal customs self-audits to identify potential compliance risks and ensure proper corrective actions are taken.
Cost Saving
- Review imported materials and identify opportunities to apply appropriate Certificates of Origin under applicable Free Trade Agreements.
- Check and request suitable Certificates of Origin from suppliers to optimize import duties and reduce customs-related costs where applicable.
- Work with freight forwarders and transportation providers to compare quotations and identify competitive logistics solutions.
- Negotiate and select transportation options with suitable pricing while maintaining required service quality and delivery schedules.
- Continuously identify opportunities to improve logistics efficiency and reduce transportation and import-export costs.
Requirements
- University degree in Logistics, Supply Chain Management, International Business, Import-Export, or other relevant fields.
- At least 5 years of relevant experience in logistics, import-export, customs procedures, or related functions.
- Good command of English, with the ability to communicate effectively in a professional working environment.
- Good computer skills and ability to use common office applications effectively.
- Good communication and coordination skills, with the ability to work effectively with internal departments, freight forwarders, logistics providers, and relevant authorities.
- Good understanding of customs procedures, import-export documentation, HS Codes, Certificate of Origin procedures, and relevant customs regulations is preferred.
