About this role

JOB PURPOSE / OBJECTIVE
  • To assist, coordinate and lead improvement project development initiatives in the delivery of pre-DG3 opportunities across the infrastructure asset rejuvenation and growth portfolio.
  • To assist in developing credible solutions that take full advantage of competitive scoping methodologies with minimum disruption to existing production.

MAIN ACCOUNTABILITIES

  1. Assist, monitor and manage the delivery of improvement opportunities across the rejuvenation portfolio while ensuring technical requirements, competitive scoping and cost efficiency of the portfolio of opportunities; and minimizing disruption to on-going operations, impact on people and the environment
  2. Support the delivery of rejuvenation projects derived from the various disciplines master plans, by organizing technical discipline engineering analysis of viable options to arrive at engineering solutions reviewed by Client Technical Authorities and Client Technical Advisers
  3. Develop and execute comprehensive roadmaps and coordinate the execution of fully integrated technical work plan and management systems for some of the opportunities, inclusive of all contributions irrespective of disciplines.
  4. Responsible for technical deliverables of pre-DG3 for assigned projects. Responsible for key project deliverables, including PCAP, Risk Register and Management Plan, Stakeholder Engagement Plan, Impact Assessment, Project Schedule and Cost Estimate to support the project to Define Phase. Delivers credible/technically sound (screening level) development concept ensuring integration of the full TECOP spectrum of risk and uncertainty into the preparation of cost, schedule and resources estimates.
  5. Ensure follow-up actions resulting from reviews and pre-DG-3 approvals are properly closed out
  6. Coordinates Assurance Review Process including setting-up Peer Assists ITRs, VARs for the various project phases until DG3.
  7. Ensures key study deliverables and key project decisions are properly documented, signed off, and retained; Identify: PIN, cost estimate & schedule; Assess: premise document and feasibility report; Select: Project execution strategy and Basis for Design.

KEY PERFORMANCE INDICATORS

  • Scope, Schedule and Budget Revisions (Increases) during Project Life (i.e Project cost Growth  =  Project Cost at DG3)
  • Scope, schedule and Cost compared to Industry average (i.e Execution Duration Index  =  Project duration / Industry Average Project Duration, Project Cost Index  =  Project Cost $ / Industry Average Cost $)
  • % Schedule Performance per Project (Schedule achieved vs. plan)
  • FED duration as a %age of total project duration must be < 20% (i.e %age = FED Duration/ Total Project duration)
  • FED hours or budget as a %age of total project hours or budget must be <15% (i.e %age = FED Budget/ Total Project Budget)
  • Minimise significant changes during detailed design or execution phase (Faultless Delivery of Projects to DG3)
  • Project Delivery Performance (Total No. of Project Milestones Planned vs. Actual)
  • Management and Board support for Execution Strategies, Schedule and IID at first attempt


Requirements

Education

A university-level degree in Civil Engineering or other related engineering discipline.


Experience
  • Minimum 8 years post-graduation experience in a combination of engineering design, construction, project management, Client Operations and Technology assignments.
  • Some understanding of Reliability Engineering will be an advantage.
  • At least 5 years should have been spent in a similar position in the oil and gas industry.
  •  Ability to interface with Engineering, Assets, Operations, Maintenance, Technology and HSE are critical.

OTHER JOB REQUIREMENTS

1)    Support implementation of competence development for staff in TFF.  Develop mentoring and coaching relationships to achieve development objectives as well as direct mentoring and coaching.  Contribute to succession planning of TF through development of TFF staff. 

2)    Technical Authority (TA3) Delegate for Front End Development (FED)

3)    Motivate TFF staff on Client business objectives and core values and ensure compliance.

4)    Accurate assessment of equipment status and life based on available or limited data; development of a scope and program based on evolving science and technology where conclusions can be challenged based on the projected capex expenditure.
