Job Purpose

The Senior HSE Engineer is responsible for leading and overseeing all Health, Safety and Environmental (HSE) activities throughout the construction phase of projects. Acting as the Client's HSE representative, the role ensures that all construction works are executed in full compliance with the Dubai Municipality Code of Construction Safety Practice, UAE legislation, applicable local authority regulations, Client requirements and international best practice.

The Senior HSE Engineer provides leadership to site HSE personnel, conducts regular inspections and audits, monitors contractor performance, investigates incidents, and promotes a proactive safety culture across multidisciplinary construction teams. The role works closely with the Resident Engineer, Site Engineers, Site Inspectors, Contractors and Authorities to minimise risk and ensure the highest standards of health, safety and environmental performance are maintained throughout the project lifecycle.

Qualification and Experience

  • Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science or a related discipline

  • NEBOSH International Diploma or NEBOSH Construction Certificate (preferred).

  • IOSH Managing Safely or equivalent professional qualification.

  • Lead Auditor qualification (ISO 45001 and/or ISO 14001) is advantageous.

  • Professional HSE membership (IOSH, IIRSM or equivalent) is desirable.

  • Minimum 10 years' post-graduate experience in construction Health, Safety & Environment.

  • Minimum 5 years' UAE/GCC experience on major construction projects.

  • Experience working within an engineering consultancy or multidisciplinary site supervision environment.

  • Proven experience on commercial, residential, hospitality, healthcare, mixed-use or infrastructure developments.

  • Experience managing contractor HSE performance throughout the construction lifecycle.

General Expectancy

  • Extensive experience and high-level competencies within construction Health, Safety & Environmental Management.

  • Acts as the HSE technical authority within the project team.

  • Supports the Resident Engineer in delivering project objectives through effective HSE leadership.

  • Provides leadership, mentoring and coaching to HSE personnel and project teams.

  • Demonstrates strong communication, stakeholder management and problem-solving skills.

Responsibilities

  • Lead all Health, Safety and Environmental activities on behalf of the Client throughout the construction phase.

  • Ensure all construction activities comply with the Dubai Municipality Code of Construction Safety Practice, Dubai Building Code, UAE Federal HSE legislation, local authority regulations, Client requirements and project-specific Health, Safety & Environmental Management Plans.

  • Review, monitor and verify implementation of the Contractor's Health, Safety & Environmental Management Plan and ensure compliance with contractual obligations.

  • Promote a proactive safety culture across all project stakeholders through visible leadership and continuous engagement.

  • Provide technical HSE guidance to project teams, contractors and consultants on statutory safety requirements and industry best practice.

  • Liaise with Dubai Municipality, Dubai Civil Defence and other relevant authorities on HSE compliance matters where required.

  • Conduct regular site inspections to verify compliance with approved HSE procedures and statutory requirements.

  • Verify that all site activities are undertaken in accordance with the Dubai Municipality Code of Construction Safety Practice and ensure immediate corrective action is implemented where non-compliance is identified.

  • Monitor high-risk construction activities including:

  • Working at Height

  • Lifting Operations

  • Excavation Works

  • Confined Space Entry

  • Hot Works

  • Temporary Works

  • Demolition Activities

  • Identify unsafe acts and unsafe conditions and ensure corrective actions are implemented promptly.

  • Verify compliance with Permit-to-Work systems for high-risk activities.

  • Conduct regular HSE audits and inspections to verify compliance with the Dubai Municipality Code of Construction Safety Practice, ISO 45001, ISO 14001, UAE legislation, Client requirements and project-specific HSE procedures.

  • Review HSE documentation including Risk Assessments, Method Statements, Emergency Response Plans and Safe Systems of Work.

  • Monitor compliance with ISO 45001 Occupational Health & Safety Management Systems and ISO 14001 Environmental Management Systems.

  • Ensure statutory inspections, permits and certifications remain valid throughout the project.

  • Lead investigations into accidents, incidents, near misses and dangerous occurrences.

  • Determine root causes and recommend corrective and preventative actions.

  • Prepare comprehensive incident investigation reports and monitor close-out of corrective actions.

  • Monitor environmental compliance including waste management, dust suppression, noise control, pollution prevention and water management.

  • Promote sustainable construction practices and environmental awareness across the project.

  • Monitor contractor HSE performance against contractual Key Performance Indicators (KPIs).

  • Review toolbox talks, safety campaigns and workforce competency records.

  • Attend contractor HSE meetings and provide recommendations for continuous improvement.

  • Escalate significant HSE concerns to the Resident Engineer where immediate action is required.

  • Deliver HSE inductions, awareness sessions and technical guidance where required.

  • Mentor junior HSE Engineers, Site Engineers and Site Inspectors on HSE best practices.

  • Promote behavioural safety programmes and continuous improvement initiatives.

  • Prepare daily, weekly and monthly HSE reports for the Resident Engineer and Client.

  • Maintain accurate records of inspections, audits, incidents, corrective actions and HSE performance metrics.

  • Monitor project HSE trends and recommend improvement initiatives.
