Job Description

Package Manager (Landside Infrastructure, Utilities & Airport Support Facilities) shall report to the Project Director / Project Head and serve as the PMC lead for the assigned package. The role shall be responsible for the planning, design coordination, construction supervision, interface management, testing, commissioning and handover of landside infrastructure, utility networks and airport support facilities, including access roads, internal roads, traffic circulation systems, parking facilities, drainage networks, water supply, sewerage, power distribution, utility corridors, operational buildings, ancillary facilities and associated infrastructure.

Package Manager shall act as the single point of accountability for delivery of the assigned package, ensuring completion within approved schedule, budget, quality, safety and operational requirements. The role requires close coordination with the Employer, Contractors, Design Consultants, Utility Agencies, Airport Operations, Regulatory Authorities and other stakeholders to ensure seamless integration with terminal, airside and airport-wide infrastructure systems.

Key Responsibilities

Project Delivery & Construction Management

  • Lead and manage delivery of the assigned package from construction through testing, commissioning and handover.
  • Monitor contractor performance against schedule, quality, safety, cost and contractual requirements.
  • Ensure timely achievement of package milestones and project objectives.
  • Implement mitigation and recovery measures to address delays, interface issues and construction constraints.

Interface & Stakeholder Management

  • Act as PMC's focal point for all matters relating to the assigned package.
  • Manage interfaces between roads, parking facilities, drainage systems, utilities, support facilities, terminal buildings and airside infrastructure.
  • Coordinate with utility agencies, statutory authorities, traffic authorities, airport operators and other stakeholders.
  • Facilitate utility diversions, connections, relocations and integration with existing airport infrastructure.

Design & Technical Management

  • Review and coordinate design deliverables, shop drawings, technical submissions, material approvals and method statements.
  • Ensure effective coordination between civil, structural, architectural, MEP and utility disciplines.
  • Resolve technical issues and support value engineering and constructability reviews.
  • Ensure compliance with applicable codes, standards, statutory approvals and Employer requirements.

Project Controls & Commercial Management

  • Monitor package schedules, progress, forecasts and key performance indicators.
  • Review contractor work programmes, resource deployment and recovery plans.
  • Support evaluation of variations, claims, extensions of time and change requests.
  • Identify commercial and implementation risks and recommend mitigation measures.

Quality, Safety & Risk Management

  • Ensure implementation of approved QA/QC procedures and inspection programmes.
  • Monitor compliance with project specifications, contractual requirements and statutory standards.
  • Promote and enforce HSE requirements across all package activities.
  • Identify, assess and manage construction, utility, operational and interface risks.
  • Escalate critical risks and issues to the Project Director with recommended corrective actions.

Testing, Commissioning & Handover

  • Lead testing, commissioning, integrated systems testing and operational readiness activities.
  • Ensure timely completion of snag rectification, punch list closure and deficiency management.
  • Coordinate preparation of as-built drawings, O&M manuals and handover documentation.
  • Support seamless transfer of facilities to airport operations and maintenance teams.

Key Competencies

  • Proven leadership in delivering large and complex landside infrastructure, utility and airport support facility packages.
  • Strong expertise in roads, transportation infrastructure, drainage systems, utility networks, operational buildings and associated airport infrastructure.
  • Comprehensive understanding of airport development, landside operations, utility integration and brownfield airport project challenges.
  • Demonstrated capability in managing multidisciplinary interfaces involving roads, parking, utilities, buildings, terminal facilities and airside infrastructure.
  • Strong knowledge of civil, structural, architectural, MEP and utility systems.
  • Proficiency in Primavera, MS Project, BIM, digital project controls, dashboards and project analytics platforms.
  • Strong analytical, problem-solving, risk assessment and decision-making capabilities.
  • Experience in digital project delivery, innovation, data-driven decision-making and development of mitigation and recovery strategies.
  • Excellent communication, presentation, negotiation and stakeholder management skills.
  • Strong governance, coordination and issue-resolution capabilities in multi-stakeholder project environments.
  • Demonstrated ability to perform effectively under demanding schedules, manage competing priorities, drive timely decisions and successfully deliver package objectives within programme, budget, quality, safety and operational constraints

 

Qualifications

  • Bachelor’s degree in civil engineering/ Construction Management or related disciplines
  • Master’s degree in project management/Construction Management or Infrastructure Management preferred.
  • PMP, PRINCE2 or equivalent Project Management Certification preferred.
  • Overall 15- 20 years of professional experience in delivery of major infrastructure, airport, transportation or building projects.
  • Minimum 10 years of experience in senior site-based leadership roles involving landside infrastructure, utility networks, roads, transportation facilities, airport support buildings or similar infrastructure projects.
  • Proven experience in managing multidisciplinary packages involving roads, drainage, utilities, buildings, MEP systems and associated infrastructure.
  • Experience in PMC, EPC, Design-Build or Client-side project management environments.
  • Experience in stakeholder management, statutory approvals and utility coordination for large infrastructure projects.
  • Experience in at least one Greenfield or Brownfield airport project of minimum 10 MPPA capacity involving terminal, airside or major airport infrastructure works preferred.
