Job Description

The Package Manager (Airside development Works) shall report to the Project Director / Project Head and serve as the PMC lead for the assigned Airside Package. The role shall be responsible for the planning, design coordination, construction supervision, interface management, testing, commissioning and handover of all airside infrastructure works, including runway extension and resurfacing, taxiways, aprons, Airfield Ground Lighting (AGL), drainage systems, runway strip, RESA, operational boundary works, airside roads, operational buildings, CNS/ATM facilities, meteorological facilities and associated utility infrastructure.

The Package Manager shall act as the single point of accountability for delivery of the assigned package, ensuring completion within approved schedule, budget, quality, safety and operational requirements. The role requires close coordination with the Employer, Contractors, Design Consultants, Airport Operations, ATC, CNS/ATM agencies, Regulatory Authorities and other stakeholders to ensure seamless integration of works within a live operational airport environment while maintaining airside safety, security and operational continuity.

Key Responsibilities

Project Delivery & Construction Management

  • Lead and manage delivery of the assigned Airside Package from construction through testing, commissioning and operational handover.
  • Provide overall leadership for site construction activities and ensure achievement of package milestones and project objectives.
  • Monitor contractor performance against schedule, quality, safety, cost and contractual requirements.
  • Plan and coordinate phased construction activities to minimize disruption to airport operations.
  • Implement mitigation and recovery measures to address delays, constraints and operational challenges.

Airside Operations & Interface Management

  • Act as PMC's focal point for all matters relating to the assigned Airside Package.
  • Manage interfaces between runways, taxiways, aprons, AGL systems, drainage, utility corridors, CNS/ATM facilities, meteorological facilities, operational buildings and associated airport infrastructure.
  • Coordinate closely with Airport Operations, ATC, AIS, CNS, Safety, Security, Airlines and Regulatory Authorities.
  • Ensure safe execution of works within operational areas through effective planning of closures, work permits, NOTAM-related requirements and operational restrictions.
  • Coordinate construction sequencing and operational readiness requirements for all airside facilities.

Design & Technical Management

  • Review and coordinate design deliverables, shop drawings, technical submissions, material approvals and method statements.
  • Ensure compliance with ICAO SARPs, DGCA CARs, AAI requirements, BCAS requirements and project specifications.
  • Coordinate multidisciplinary interfaces involving pavements, airfield lighting, drainage, utilities, CNS/ATM and airport operational systems.
  • Support value engineering, constructability reviews and technical issue resolution.

Project Controls & Commercial Management

  • Monitor package schedules, progress, performance indicators and forecast completion.
  • Review contractor work programmes, resource deployment and recovery plans.
  • Support evaluation of variations, claims, extensions of time and change requests.
  • Identify commercial, operational and implementation risks and recommend mitigation measures.

Quality, Safety & Risk Management

  • Ensure implementation of approved QA/QC procedures, inspection plans and testing requirements.
  • Monitor compliance with project specifications, aviation standards and contractual requirements.
  • Promote and enforce airside safety requirements, airfield driving regulations and operational safety procedures.
  • Identify, assess and manage technical, operational, safety and construction risks associated with airside works.
  • Escalate critical risks and issues to the Project Director with recommended corrective actions and recovery strategies.

Testing, Commissioning & Operational Readiness

  • Lead testing, commissioning and operational readiness activities for all assigned airside assets.
  • Coordinate inspections, validations, calibration requirements and operational acceptance processes.
  • Ensure timely closure of punch points, non-conformities and outstanding deficiencies.
  • Coordinate preparation of as-built drawings, O&M manuals and handover documentation.
  • Support seamless transition of facilities to Airport Operations, ATC, CNS/ATM and maintenance teams.

Key Competencies

  • Proven leadership in delivering large and complex airside infrastructure packages and multidisciplinary project teams.
  • Strong expertise in delivery of runways, taxiways, aprons, airfield pavements, drainage systems, AGL, CNS/ATM and operational airport infrastructure.
  • Comprehensive understanding of airport development, airside operations, operational interfaces and brownfield airport construction challenges.
  • Strong knowledge of ICAO SARPs, DGCA regulations, AAI standards, BCAS requirements and airport operational procedures.
  • Demonstrated capability in managing complex interfaces between airside infrastructure, terminal facilities, utility networks, airport systems and operational stakeholders.
  • Expertise in execution planning within live airport environments, including phased construction, runway closures, safety management and operational continuity.
  • Proficiency in Primavera, MS Project, BIM, digital project controls, dashboards and project analytics platforms.
  • Strong analytical, problem-solving, risk assessment and decision-making capabilities.
  • Experience in digital project delivery, innovation, data-driven decision-making, advanced risk assessment and development of mitigation and recovery strategies.
  • Excellent communication, presentation, negotiation and stakeholder management skills.
  • Strong governance, coordination and issue-resolution capabilities in multi-stakeholder operational environments.
  • Demonstrated ability to perform effectively under demanding schedules, manage competing priorities, drive timely decisions and successfully deliver package objectives within programme, budget, quality, safety and operational constraints.

Qualifications

  • Bachelor’s degree in civil engineering/ Construction Management or related disciplines.
  • Master’s degree in project management/Construction Management or Infrastructure Management preferred.
  • PMP, PRINCE2 or equivalent Project Management Certification preferred.
  • Overall 15 - 20 years of professional experience in delivery of major airport or transportation infrastructure projects.
  • Minimum 10 years of experience in senior site-based leadership roles involving construction management, supervision or delivery of airside infrastructure works.
  • Proven experience in execution of airport projects involving runways, taxiways, aprons, AGL systems, drainage, airfield pavements and associated operational facilities.
  • Experience in PMC, EPC, Design-Build or Client-side project management environments.
  • Proven experience in management of multidisciplinary contractors and stakeholders within operational airport environments.
  • Strong understanding of ICAO Standards and Recommended Practices (SARPs), DGCA requirements, AAI standards, BCAS requirements and airport operational procedures.
  • Experience in brownfield airport expansion, runway rehabilitation, airfield upgrades and phased construction within operational airports shall be preferred.
  • Experience in at least one Greenfield or Brownfield airport project of minimum 10 MPPA capacity involving terminal, airside or major airport infrastructure works preferred.
