Summary
Advanced Technology Systems Company (ATSC) is seeking an experienced Contract Manager. The Contract Manager is responsible for the full lifecycle administration of U.S. Government contracts, ensuring compliance with federal regulations, company policies, and contractual requirements. This position serves as the primary contractual liaison between the company, government customers, prime contractors, and subcontractors while supporting business growth through proposal development, contract negotiations, and risk management.
The ideal candidate possesses extensive knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and government contracting practices, along with exceptional communication, analytical, and negotiation skills.
Key Responsibilities
- Administer the complete lifecycle of government contracts from proposal through contract closeout.
- Review, negotiate, and manage contracts, subcontracts, modifications, task orders, NDAs, teaming agreements, and other contractual documents.
- Ensure compliance with FAR, DFARS, agency regulations, and corporate policies.
- Analyze solicitation requirements including RFPs, RFQs, RFIs, and contract modifications.
- Support proposal development by reviewing contractual terms, identifying risks, and providing recommendations to management.
- Serve as the primary point of contact for contractual matters with government agencies, prime contractors, subcontractors, and internal stakeholders.
- Draft, review, and negotiate contractual terms and conditions while minimizing organizational risk.
- Maintain contract files and ensure documentation is complete, accurate, and audit-ready.
- Monitor contract performance, deliverables, funding, period of performance, and compliance requirements.
- Collaborate with Program Management, Finance, Legal, Supply Chain, Business Development, and Operations to ensure contractual obligations are fulfilled.
- Identify contractual risks and recommend mitigation strategies.
- Support contract audits and government reviews.
- Interpret contract language and advise leadership regarding contractual rights, obligations, and potential liabilities.
- Assist with contract closeouts and records retention requirements.
- Track and report key contract metrics and deadlines.
- Stay current on changes to FAR, DFARS, and other government acquisition regulations.
- Perform other duties as assigned.
Required Qualifications
- Bachelor's degree in Business Administration, Contracts Management, Finance, Legal Studies, or related field.
- 5+ years of government contracts administration or contract management experience.
- Strong working knowledge of:
- Federal Acquisition Regulation (FAR)
- Defense Federal Acquisition Regulation Supplement (DFARS)
- Government procurement regulations
- Contract lifecycle management
- Experience supporting Department of Defense (DoD), federal agencies, or government contractors.
- Experience reviewing and negotiating:
- Prime Contracts
- Subcontracts
- Teaming Agreements
- Non-Disclosure Agreements
- Purchase Orders
- Contract Modifications
- Excellent analytical, negotiation, organizational, and communication skills.
- Ability to manage multiple priorities in a fast-paced environment.
- Proficiency with Microsoft Office Suite, including Excel, Word, and PowerPoint.
Preferred Qualifications
- Master's degree in Business Administration, Finance, or related discipline.
- NCMA certifications (CPCM, CFCM, or CCCM).
- Experience supporting Cost Reimbursable, Firm Fixed Price (FFP), Time & Materials (T&M), and IDIQ contracts.
- Familiarity with Deltek Costpoint, Unanet, or other government contractor ERP systems.
- Experience working in a CMMC, NIST 800-171, or classified environment.
- Active U.S. Secret or Top Secret Security Clearance (or ability to obtain one).
