Summary
Advanced Technology Systems Company (ATSC) is seeking an experienced Contracts Administrator. The Contract Administrator is responsible for supporting the administration of U.S. Government contracts throughout the contract lifecycle, from proposal and award through contract closeout. This position works closely with Contracts, Program Management, Finance, Business Development, Supply Chain, and Legal to ensure contractual compliance, maintain accurate contract records, and facilitate timely execution of contractual obligations.
The ideal candidate has experience administering federal government contracts and possesses a working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and government contracting practices. This individual is detail-oriented, organized, and capable of managing multiple priorities in a fast-paced environment.
Key Responsibilities
- Administer assigned government contracts, task orders, and subcontracts throughout the contract lifecycle.
- Review and process contract awards, modifications, amendments, and correspondence.
- Maintain contract files and documentation to ensure accuracy, completeness, and audit readiness.
- Assist in reviewing solicitations, Requests for Proposal (RFPs), Requests for Quote (RFQs), and Requests for Information (RFIs).
- Support proposal development by reviewing contractual requirements and identifying compliance considerations.
- Monitor contract deliverables, funding limitations, contract periods of performance, and reporting requirements.
- Coordinate contractual actions with Program Managers, Finance, Procurement, Business Development, Human Resources, and Legal.
- Prepare contractual correspondence for government customers, prime contractors, and subcontractors.
- Track contract milestones, deliverables, option periods, and renewal dates.
- Assist with the preparation and negotiation of:
- Non-Disclosure Agreements (NDAs)
- Teaming Agreements
- Subcontracts
- Purchase Orders
- Contract Modifications
- Ensure compliance with company policies, FAR, DFARS, and other applicable federal regulations.
- Assist with contract close-out activities, including final documentation and records retention.
- Support internal and external contract audits.
- Maintain contract management systems and generate reports for management.
- Identify contractual issues and elevate risks to Contract Management as appropriate.
- Perform other duties as assigned.
Required Qualifications
- Bachelor's degree in Business Administration, Contract Management, Finance, Legal Studies, or a related field, or equivalent combination of education and experience.
- 2–5 years of experience administering government contracts.
- Working knowledge of:
- Federal Acquisition Regulation (FAR)
- Defense Federal Acquisition Regulation Supplement (DFARS)
- Government contracting practices
- Experience supporting Department of Defense (DoD) or other federal government contracts.
- Strong organizational skills with exceptional attention to detail.
- Excellent written, verbal, and interpersonal communication skills.
- Ability to prioritize multiple assignments and meet deadlines.
- Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.
Preferred Qualifications
- Certified Federal Contracts Manager (CFCM) or Certified Commercial Contracts Manager (CCCM) through NCMA, or willingness to obtain certification.
- Experience with Deltek Costpoint, Deltek GovWin, Unanet, or other government contractor ERP systems.
- Experience supporting:
- Firm Fixed Price (FFP)
- Cost Reimbursable (CPFF, CPAF)
- Time & Materials (T&M)
- Indefinite Delivery/Indefinite Quantity (IDIQ)
- contracts.
- Experience working within a defense contractor or aerospace manufacturing environment.
- Familiarity with CMMC, NIST SP 800-171, and DFARS cybersecurity requirements.
- Active U.S. Secret or Top Secret Security Clearance (or ability to obtain one).
