The Department of Economic Security, Division of Business Services, is seeking an experienced and highly motivated individual to join our team as a Senior Business Analyst. The Senior Business Analyst serves as the project manager for automation projects of the greatest difficulty, complexity, sensitivity, visibility, and specialization for the entities supported by the Business Systems Administration. This position acts as the primary liaison between Information Technology and multiple business units within and outside the Department. This position plans, organizes, coordinates, and controls the analysis, development, testing, and implementation of assigned initiatives, often involving coordination with the Arizona Department of Administration and other State and Federal agencies when involving the interfacing of systems. This position understands the customer's business requirements and translates these into functional requirements. The Senior Business Analyst gathers, analyzes, and documents business requirements from the various stakeholders in the project; translates the requirements into business, functional, and use case documents for assigned projects through user stories; provides functional expertise to developers during the design and construction phases of projects, and leads the development.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

● Follows System Development Methodology.
● Participates in backlog refinement, daily stand-ups, sprint iteration and release planning, and sprint review and retrospective.
● Utilizes business analysis techniques to elicit customer requirements, perform impact and risk analysis, and identify advantages and disadvantages of business processes and assess impacts.
● Creates acceptance testing data for use by Business Analysts and testers when conducting project acceptance testing.
● Writes acceptance testing case plans, scripts, and scenarios, and conducts testing on mainframe, web or client systems, or on Data Mart views and tables.
● Prepares test result analysis and obtains user sign-off.
● Assesses completed projects for lessons learned and identifies opportunities for continuous improvement.
● Creates project plans, establishing time frames for project completion.
● Performs process decomposition to identify required tasks and resources.
● Assigns tasks and phases of projects to designated Business Analysts for completion.
● Provides direction, instructions, and support to project team members and provides feedback to Unit manager. Writes project status reports for supervisors.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:

● Considerable working knowledge of methodologies and techniques for systems analysis and design.
● Business process modeling, requirements gathering, quality assurance, and software development.
● General knowledge of policies and procedures.
● Programs and business goals.
● proficiency with Business Analysis Body of Knowledge (BABOK) and continuous improvement process.

Skilled in:

● Customer service techniques.
● Interpersonal, written, and oral communications.
● Analysis to evaluate information gathered from multiple sources and consolidate details, and extract to functional requirements.
● Time management to allow for performance in a highly volatile environment where priorities and deadlines are fluid.
● Collaboration, organizing, prioritizing and planning work.
● Solving conflict.
● MS Office and G Suite applications.

Ability to:

● Balance, prioritize, and organize multiple tasks.

Selective Preference(s):

The ideal candidate for this position will have:

● PMI, Scrum Master, and/or Lean or Six-sigma certifications a plus.

Pre-Employment Requirements:

● This position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
● Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
● All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
● Bachelor's Degree and/or 10 years of experience in business analysis (or equivalent experience).
● Employee shall obtain and maintain a valid Level One fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
