Description

At Green Gen Cymru, we’re acting now to build and operate a green energy network for Wales, that will make sure 100% renewable energy can flow to our homes, hospitals, schools, businesses, and communities.

We’re playing a pivotal role in providing a reliable and robust distribution network that will tackle the energy crisis, climate crisis, as well as the cost-of-living crisis. It will also empower rural communities through investment, jobs, and skills, enabling communities to live modern electric lives.

We want to make sure Wales has the energy it needs in a Net Zero world.

There’s endless potential for renewable energy in Wales – particularly from the wind that blows across our hills and mountains. But the green energy is stuck in the windy areas of Wales, and we need to get it to the homes, hospitals, schools, businesses, and communities that need it. To respond to this challenge and meet Welsh Government’s target for 100% renewable electricity in Wales by 2035, we’re developing a stronger, more resilient renewable electricity network that is greatly needed in Wales – distributing clean, green energy.

Key Responsibilities

SALARY: Starting from £38,000 per annum, depending on skills and experience

REPORTS TO: Consents Director

LOCATION: Cardiff, Wales (hybrid working)

Reporting to the Consents Director, the Consents Officer will support the delivery of consenting workstreams across Green Gen Cymru’s portfolio of grid connection projects, from early feasibility and routeing through to application submission, examination, determination and pre-construction. Working as part of the Consents Team, this role will provide practical planning and consenting support, helping to coordinate application documents, track project progress, manage records and ensure that planning, environmental and stakeholder inputs are progressed in line with agreed programme, governance and quality requirements.

The Consents Officer will work closely with the wider Consents Team, Senior Project Managers and Project Teams and external consultants. The role is designed to provide strong coordination, document control and day-to-day consenting support, while developing practical experience across DCO, ICO and TCPA processes. It will help ensure consistency across the portfolio and support the wider team in preparing robust, high-quality and examination-ready applications.

The Consents Team brings together specialist expertise across planning, environment, and stakeholder liaison to support the successful delivery of nationally significant infrastructure projects. The team plays a central role in shaping projects from early strategy and consultation through to submission, examination and determination. The team is collectively responsible for delivering key consultation milestones, high‑quality and consistent application documentation, examination readiness, and constructive engagement with statutory consultees, communities and other stakeholders. Success is measured not by individual outputs alone, but by the strength, clarity and credibility of the overall consenting case.

MAIN RESPONSIBILITIES

· Provide direct support to the Consents Director and Consents & Planning Manager to deliver consenting workstreams in line with the project development strategy, from routeing through to application submission, examination, consent and pre-construction.

· Support the coordination of planning and consenting activities across DCO, ICO and TCPA applications, ensuring actions, deadlines and responsibilities are clearly tracked and progressed.

· Maintain the portfolio consistency tracker for consent application documents, identifying gaps, inconsistencies and areas for improvement, and supporting the application of agreed templates, standards and terminology. Support quality review processes and maintain consistency across the portfolio.

· Maintain application document registers, version control, review trackers, action logs, issue trackers and submission records, ensuring information is accurate, accessible and appropriately governed.

· Support the preparation of examination libraries, issue trackers, hearing materials and responses during examination, where required.

· Support the wider Consents Team in coordinating stakeholder, consultation and statutory authority inputs required to secure planning permission and associated consents.

· Monitor relevant third-party planning, consenting and infrastructure applications, decisions and examination activity to identify emerging issues, precedents, risks or opportunities, and share intelligence with the Consents Team and wider project teams where it may affect Green Gen Cymru’s projects.



Skills, Knowledge and Expertise

Knowledge & Skills

  • Knowledge of planning processes (including under the Town & Country Planning Act, and the DCO / ICO regimes) and an understanding of planning policy relating to electrical infrastructure, including Environmental Impact Assessment;
  • Excellent written, verbal, numerical and interpersonal skills;
  • Excellent organisation skills, and an eye for detail;
  • Strong document management, coordination and quality assurance skills.
  • Strong personal resilience and ability to adapt to different situations.
  • Have an ability to manage a wide and complex workload.
  • Motivated and comfortable working as part of a team or on an individual basis.
  • Have an ability to manage a wide and complex workload with good problem solving abilities
  • Handling and co-ordinating specialist and technical inputs from external consultants and project team members;
  • Proficient IT skills in Word, Excel, PowerPoint, and MS project.
  • Hold a full UK driving licence and be willing to travel across Wales (and nationally if required)
Desirable
  • An understanding of the opportunities and challenges associated with grid infrastructure/linear development.
  • Experience in grid, renewables or other relevant infrastructure sectors.
  • Working knowledge of GIS tools and spatial data, with the ability to interpret constraints plans, routeing information and project mapping to support consenting, consultation and application preparation.

  • Experience supporting planning or management consent applications for major or linear infrastructure projects
  • Experience working in-house in a development company or consultancy; with a track record in inputting to the project management efforts, environmental impact assessments, and planning applications associated with the development and assessment of large-scale infrastructure projects
  • Exposure to and experience in dealing with external stakeholders, including members of the public, contractors, external consultants and team members.
Desirable
  • A professional/academic qualification in planning and ideally MRTPI (or working forwards it)
  • Welsh language skills would be an advantage
  • Experience on linear or grid connection projects would be an advantage.
