Responsibilities

Location:  Philippines (selected provinces). Field travel required

PATH seeks an AMR Surveillance Assessment Consultant for the Strengthening Infectious Disease Detection Systems (STRIDES) project. In the Philippines, STRIDES targets high-risk provinces across Luzon, Visayas, and Mindanao in coordination with DOH, RITM, and subnational authorities.

The consultant must meet or exceed the required qualifications listed below and will implement the following tasks.

1. A rapid assessment of AMR surveillance and reporting practices in selected provinces, identifying gaps in data completeness, timeliness, and platform use.

2. From the findings, the consultant will identify recommendations for AMR data management, antibiogram training, and inter-facility data review to strengthen AMR surveillance and reporting.

Responsibilities include:

  • Conduct a desk review of national and subnational AMR surveillance policies, RITM-ARSP protocols, DOH-EB PIDSR reporting guidelines, and available AMR datasets and dashboards to orient field planning.

  • Conduct structured Key Informant Interviews (KIIs) in STRIDES-supported provinces with Provincial/City Health Offices, public hospital laboratories, Regional Epidemiology and Surveillance Units (RESUs), and ARSP sentinel sites, assessing AMR data workflows from specimen collection through WHONET/LIS entry, RESU consolidation, and ARSRL/PIDSR reporting.

  • Evaluate data completeness, reporting timeliness, cross-platform consistency, WHONET/LIS/PIDSR adoption, manual versus electronic reporting processes, and interoperability gaps between facility, RESU, and national levels.

  • Conduct structured gap analysis across technical, reporting, and platform dimensions, with root cause analysis benchmarked against RITM-ARSP protocols, CLSI standards, and PIDSR reporting requirements.

  • Present preliminary findings at a STRIDES-facilitated stakeholder validation session with DOH and RITM-ARSP counterparts; incorporate feedback into the final report.

  • Submit five deliverables to STRIDES Philippines (PATH) for review and clearance:

    Inception Report and Data Collection Tools (Week 1);

    Fieldwork Summary (Week 3);

    Draft Assessment Report with findings, gap analysis, and recommendations (Week 5);

    Validation Presentation (Week 6);

    Final Assessment Report with executive summary, consolidated gap analysis, and prioritized recommendation matrix (Week 7).

  • Report to the STRIDES Regional Surveillance Lead (PATH); provide weekly progress updates; and coordinate with DOH-EB, RITM-ARSP, and RESUs through introductions facilitated by STRIDES.

  • Support country and partner technical staff to ensure assessment activities are on track and informed by technical expertise; review and contribute to project reporting and technical documentation as requested.

Required qualifications and experience:

  • Master's degree or international equivalent in public health, epidemiology, microbiology, medical technology, health informatics, or a related field.

  • Minimum 5 years of applied experience in AMR surveillance, laboratory systems strengthening, or public health surveillance in low- or middle-income country settings.

  • Demonstrated familiarity with WHONET or equivalent AMR data management and reporting platforms.

  • Proven experience conducting health systems or laboratory assessments using mixed qualitative and quantitative methods.

  • Strong stakeholder engagement skills, with experience working across government health agencies.

  • Experience working on USG-funded global health security programmes or equivalent technical implementation.

  • Strong analytical skills and demonstrated ability to produce clear, action-oriented reports with prioritized recommendations.

  • Familiarity with the Philippine health system, DOH-EB, PIDSR architecture, and the ARSP/RITM-ARSRL sentinel network preferred.

  • Prior experience in AMR governance, laboratory quality systems, or One Health surveillance collaborations preferred.

  • Must have legal authorization to work in the Philippines, where the consultancy is based.
