Location: Fort Bragg, NC (onsite)
Clearance: Active final TS/SCI (T5 investigation) required

Position Summary

Serve as the onsite OPSEC and Force Protection Subject Matter Expert supporting U.S. Army Special Operations Command, and as Program Lead for the contract. This position delivers day-to-day OPSEC and Force Protection program support to USASOC while serving as the contractor's single point of contact to the Contracting Officer and Contracting Officer's Representative.

Duties and Responsibilities

Program Lead

  • Serve as the contractor's single point of contact to the Contracting Officer and Contracting Officer's Representative on all contract matters
  • Track and submit contract deliverables, including the monthly progress and status report and trip reports
  • Maintain the Quality Control plan and submit updates as required
  • Coordinate contractor travel and support cost report and invoice submission
  • Coordinate coverage and staffing across all three performance sites with the Chief Operating Officer
  • Remain available during core business hours, Monday through Friday

Policy and Program Development

  • Assist the Government in interpreting OPSEC policies of DoD, USSOCOM, HQDA, and USASOC
  • Support the assigned unit in formulating concepts, drafting policies and guidance, and implementing the OPSEC Program
  • Ensure integration of OPSEC with associated disciplines
  • Provide input on the OPSEC impact of emerging concepts and technologies
  • Conduct special OPSEC studies and research to identify emerging technology in OPSEC equipment and training

Training

  • Conduct and assist with pre-deployment, initial, and annual OPSEC training
  • Draft and implement pre-deployment, initial, and annual OPSEC training for units and individuals
  • Coordinate specialized OPSEC training as required
  • Maintain OPSEC training records for units and individuals

Coordination and Support

  • Coordinate the assigned unit's OPSEC Working Group
  • Support subordinate units with their OPSEC programs, training, and planning assistance as requested
  • Attend OPSEC-related committees, panels, and external forums to capture recent developments for Government implementation decisions; contract employees are clearly identified as contractors while in attendance
  • Participate in OPSEC-related assistance when an installation Crisis Action Team is established, upon request
  • Respond to requests for OPSEC program data and information from the USASOC OPSEC Program Manager

Assessments and Inspections

  • Schedule, coordinate, and arrange surveys and assessments at CONUS and OCONUS facilities and activities
  • Conduct OPSEC program assessments at least once every three years, or as required
  • Conduct Staff Assistance Visits and Organized Command Inspections as requested and directed

Force Protection (Secondary)

  • Provide secondary support to the unit's Force Protection Program, which may include Antiterrorism (AT), Physical Security (PHYSEC), Mission Assurance (MA), Insider Threat (InT), and Emergency Management (EM), under the direction of the unit's Force Protection entity

Information Management and Reporting

  • Research relevant OPSEC sites on NIPRNet and SIPRNet
  • Incorporate information and sites into the OPSEC portal and ensure timely updating of OPSEC web page data
  • Submit a monthly progress and status report detailing summary-level information on near-term tasks and issues requiring COTR or Program Manager attention

Required Qualifications

  • Active final TS/SCI clearance based on a T5 investigation
  • Recent experience conducting OPSEC and Force Protection program management and training
  • Within the last five years, served as a Government OPSEC Officer or point of contact, or as a contractor OPSEC Coordinator working closely with an OPSEC Program Manager, supporting a Group, Regiment, Brigade-sized or larger unit
  • Experience serving as a secondary point of contact for multiple components of a unit's Force Protection Program, which may include AT, PHYSEC, MA, InT, and EM
  • Completion of, or willingness to complete, the Department of the Army-approved OPSEC Level II Program Manager course
  • Completion within the last three years of, or willingness to complete, the Department of the Army-approved Antiterrorism Basic Officer course
  • Proficiency with Microsoft Office applications, including Word, PowerPoint, Outlook, and Excel, and website or portal management as an operator
  • Strong oral and written communication skills, including email, written memoranda, telephone, and face-to-face interaction

Highly Desired

  • Special Operations Forces (SOF) background and working knowledge of SOF operations, such as assignments in special operations tactical units (Company, Battalion, Group, Regiment), SOF assignments in a General Staff G-3 Operations Directorate, or J-3 Operations Directorate assignments at USSOCOM or Joint Special Operations Task Force level
  • Prior experience as a contract lead or program point of contact

Additional Requirements

  • Position is onsite at Fort Bragg, NC; all work is performed on Government-furnished systems at Government facilities
  • Occasional CONUS travel required for assessments, Staff Assistance Visits, meetings, and training
  • Work may involve regular exposure to moderate discomfort when inspecting or assessing facilities; Government-provided protective equipment may be required
