Full job description

CyberData Technologies is seeking a Program Manager to lead a cloud-support program for a federal research organization. The program spans Amazon Web Services (AWS), Microsoft Azure, Google Cloud Platform (GCP), cloud security, FinOps, and secure AI platform operations.

The Program Manager will be accountable for contract performance, customer coordination, staffing, schedule, quality, risk, cost control, reporting, and transition activities. This is a working leadership role within a lean team and requires sufficient cloud and cybersecurity knowledge to manage technical delivery, communicate risks, and support informed decision-making.

Primary Responsibilities

  • Lead overall task-order execution across program management, cloud services, FinOps, AI platform operations, and surge support.
  • Manage staffing, schedules, workload priorities, resources, risks, quality, performance, and contractual deliverables.
  • Serve as the primary management interface with the Contracting Officer's Representative (COR), customer leadership, and other Government stakeholders.
  • Conduct monthly program reviews and support ad hoc leadership meetings as required.
  • Maintain integrated schedules, action items, risks, issues, dependencies, and decision logs.
  • Monitor technical progress and ensure critical issues are escalated and resolved, including proactive escalation of risks with potential mission, customer-facing, or reputational impact.
  • Manage performance under a hybrid firm-fixed-price and labor-hour contract structure.
  • Ensure staffing coverage across core hours, after-hours maintenance, incidents, and operational emergencies.
  • Lead recruiting, onboarding, incumbent workforce outreach, employee retention, succession planning, and staffing continuity.
  • Direct transition-in and transition-out activities, including milestones, access dependencies, knowledge transfer, staffing, and required Government actions.
  • Develop, implement, and maintain the contractor Quality Assurance Plan across all tasks and deliverables.
  • Support performance surveillance under the Government's Quality Assurance Surveillance Plan (QASP).
  • Ensure timely submission of monthly status reports, staffing reports, annual reports, training records, and other required documentation.
  • Ensure Section 508 conformance, certification, and annual reporting requirements are met for applicable deliverables.
  • Coordinate development of scopes, staffing estimates, labor categories, and execution approaches for surge requirements.
  • Manage mobilization of surge resources following execution of a funded contract modification.
  • Track labor usage, after-hours support, financial status, and performance against the approved basis of estimate.
  • Coordinate across customer technical teams, security personnel, business stakeholders, cloud providers, and other contractors.
  • Ensure staff complete and maintain required cloud, security, privacy, and role-based training.
  • Lead continuous improvement, automation, cost reduction, and service quality initiatives.

Required Qualifications

  • Bachelor's degree in information technology, engineering, business, cybersecurity, program management, or a related field, or equivalent relevant experience.
  • Eight or more years of IT program or project management experience.
  • Five or more years managing federal IT, cloud, cybersecurity, infrastructure, or technical operations programs.
  • Experience managing multidisciplinary technical teams and coordinating work across organizational boundaries.
  • Experience managing staffing, schedules, risks, quality, performance, deliverables, and customer communications.
  • Experience managing firm-fixed-price, labor-hour, or hybrid federal contracts.
  • Working knowledge of cloud operations, cybersecurity, Infrastructure as Code (IaC), monitoring, FinOps, or related technical services.
  • Experience developing and maintaining program management plans, transition plans, quality plans, status reports, and executive briefings.
  • Familiarity with Section 508 conformance and reporting requirements for IT deliverables.
  • Demonstrated ability to identify performance risks, resolve critical issues, and communicate effectively with Government leadership.
  • Strong leadership, organizational, technical writing, and stakeholder management skills.
  • Ability to obtain and maintain required federal suitability determination and system access.

Preferred Qualifications

  • Prior federal health, research, or other regulated federal IT experience.
  • Experience managing AWS, Azure, GCP, cloud security, FinOps, DevSecOps, or AI platform programs.
  • Experience leading transitions of incumbent federal IT services, including incumbent workforce outreach, retention, and compliance with FAR 52.222-17, Nondisplacement of Qualified Workers.
  • Experience managing small, highly skilled, cross-functional technical teams.
  • Experience developing contractor Quality Assurance Plans and supporting performance surveillance under a Government Quality Assurance Surveillance Plan.
  • Experience scoping and pricing surge or optional task requirements under federal task orders.
  • Experience with ServiceNow, Jira, Microsoft Project, SharePoint, or comparable program management tools.
  • Familiarity with FISMA, NIST, federal assessment and authorization, Zero Trust, and cloud security requirements.
  • Experience supporting scientific, biomedical, research, or research computing organizations.

Preferred Certifications

One or more of the following:

  • Project Management Professional (PMP)
  • Program Management Professional (PgMP)
  • Certified ScrumMaster (CSM) or comparable Agile certification
  • ITIL Foundation or higher
  • Relevant AWS, Azure, GCP, cybersecurity, or cloud certification
