The Asset Engineer – Planning plays a critical role in supporting the long-term sustainability and performance of our water, wastewater, and stormwater networks. Working at the intersection of asset management, infrastructure planning, and data analytics, you'll help ensure investment decisions are informed by robust data, lifecycle principles, and future service needs.

This role is responsible for developing long-term infrastructure plans, renewal forecasts, and asset valuation frameworks that support resilient and financially sustainable service delivery. Working closely with operational, planning, and asset management teams, you'll provide the insights, modelling, and technical expertise needed to optimise infrastructure performance and support future growth.

Te Āheinga - The Opportunity

  • Develop long-term plans for water, wastewater, and stormwater infrastructure that support growth and future service needs.

  • Lead asset lifecycle planning, renewal forecasting, and infrastructure valuation activities.

  • Maintain and utilise modelling tools to support scenario testing, capacity planning, and investment decisions.

  • Ensure asset data is accurate, reliable, and fit for strategic planning and reporting purposes.

  • Provide technical insights to support asset management plans, investment strategies, and regulatory reporting.

  • Work collaboratively across planning, operations, and asset management teams to deliver sustainable infrastructure outcomes.

  • Tertiary qualification in Civil Engineering, with at least 5 years’ experience in infrastructure planning (ideally within water services).

  • Strong understanding of asset lifecycle management, renewal forecasting, and infrastructure valuation.

  • Proficiency with GIS, AMIS, and modelling tools, with proven experience in data governance and validation.

  • Excellent communication and stakeholder engagement skills, able to work across technical and non-technical teams.

  • Collaborative, solutions-focused mindset with the ability to balance strategic intent with practical outcomes.

Ngā painga mōhou - What we Offer

  • 5 weeks' annual leave after 2 years service

  • Discounted health insurance work scheme + Eye test subsidy

  • Retailer discounts + study assistance

  • Employee Assistance Program (OCP)

  • Quarterly values awards + Birthday vouchers + Social club

  • Free flu vaccinations (annual)

  • Ka Awatea Cultural Wānanga + NCC Kapa Haka

  • Te Reo Māori language classes

Kia mōhio mai - Please note

Napier City Council is moving toward a joint regional water entity under the Local Water Done Well reform. This means future changes to how water services are governed and delivered are likely, including potential shifts in organisational structure, reporting lines, and regional collaboration. Applicants should be comfortable working in a dynamic environment and open to evolving responsibilities as part of a larger, regional approach to water management.

This is a permanent, full time opportunity working 40 hours per week, Monday-Friday. You will be based in Napier.

The annual salary package for this role is $105,700-$124,300 (including KiwiSaver) with the final offer depending on your skills and experience.

We will be interviewing applications as we receive them and may close the role when we have found the right person.

He kōrero mō Te Kaunihera o Ahuriri - About NCC

If you need any support or adjustments during your application or interview, let us know—we’re happy to help!

Our success is grounded in strong partnerships with Mana Whenua and Iwi, supported by our Māori Partnerships team, Te Waka Rangapū, which builds cultural capability through education and training.

Before you join, you’ll need to complete pre-employment checks (including criminal background checks, with some roles requiring health screening and drug & alcohol testing). As an NCC employee, you may also be called on to support Civil Defence emergencies when our community needs us most.
