All positions are part-time consultancies anticipated to take place from April 2026 through October 2027. 1. **Evaluation Specialist (Togo):** This on-site role in Togo requires supporting the evaluation of the Millennium Challenge Corporate (MCC)’s Togo ICT project. Responsibilities include designing and implementing a mixed-method evaluation, coordinating with government ministries and local NGOs, and contributing to qualitative and quantitative data analysis. Preferred qualifications include experience assessing the ICT sector, experience applying Problem-Driven Iterative Adaptation (PDIA), and a strong background in qualitative research methods. 2. **Evaluation Specialist (The Gambia):** This on-site role in The Gambia supports the evaluation of the MCC’s support of the Gambia Threshold Governance Project and the Gambia Threshold Operations Project, focusing on the energy sector. Responsibilities include designing and implementing a mixed-method evaluation, coordinating with government ministries, utilities, and local NGOs, and contributing to qualitative and quantitative data analysis. Key requirements include a minimum of eight years of experience supporting mixed-method project evaluations in the Gambia, a Master’s degree or higher in a related field, strong oral and written communication skills in English, and residency in the Gambia. Preferred qualifications include experience assessing the energy sector, electricity sector governance and utility performance, experience applying Problem-Driven Iterative Adaptation (PDIA), and a strong background in qualitative research methods. 3. **Team Leader – Evaluation Services (The Gambia and Togo):** This on-site role involves leading performance evaluations assessing policy, institutional reform, and systems-strengthening interventions in the electricity and ICT sectors in The Gambia and Togo. The Team Leader will oversee evaluation design, implementation, and coordination with key stakeholders. Key requirements include a minimum of eight years of experience leading mixed-method project evaluations in developing countries, experience leading at least two evaluations of policy and institutional reform or systems-strengthening programs using performance evaluation methodologies, a Master’s degree or higher in a related field, and professional proficiency in English and French.
