BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Over the past years, there has been a significant increase in demand from governments for digital advisory and
solutions services, as WFP Country Offices increasingly apply digital to their own operations. As the number of
government support projects increase, WFP needs to enhance its capacity to support operations, and use the
learnings from the field to start the process of building guidelines and processes to guide such norms.
The Project Manager, Government Technology Services will define corporate guidance and provide operational support to Country Offices engaged in Government Technology Projects. The candidate will lead a continuous
improvement process, which starts with experience in the field, guides corporate policies, and is cyclically applied to field operations. One of the key roles will be the creation and management of knowledge in the
sector, and building cross-functional networks with key business counterparts throughout the organisation.
ACCOUNTABILITIES/RESPONSIBILITIES:
Within the context described above and in collaboration with relevant colleagues within the branch, the division and externally, the incumbent will be responsible to:
•Provide operational support to country offices in the implementation of projects for host Governments;
•Guide field offices in the definition of business strategies, in the role and opportunities of leveraging
technologies in achieving business goals, capacity and capabilities' requirements;
•Participate in the design and implementation of multi-stakeholder strategies and workshops, including the engagement of Governments' ministries, UN agencies and other actors;
•Participate in regular field follow-up missions (physical or otherwise)
•Lead the creation and establishment of a cross-functional Knowledge Base on Government activities, gathering and sharing experience gained in specific projects to the benefit of all operations;
•Support the creation of business guidelines and policies on Digital service provision to Governments;
•Lead the definition of Technology policies, processes and procedures in the area of Digital Service Provision to Governments;
•Maintain a library of templates to be used in the definition, kick-off, implementation and closure of projects, including self-assessments, guides and oversight guidelines;
•Support the development of partner engagement strategies, potential fundraising and partnering opportunities.
Perform other related duties, as required.
DELIVERABLES AT THE END OF THE CONTRACT:
•A summary of activities in support of country offices, including lessons of corporate interests;
•A regularly updated inventory of digital projects undertaken at global level, within TEC and through cross-functional support;
•A knowledge base on Digital projects for Governments;
•An updated country office toolkit, including templates for all key project phases;
•
Updated guidelines and checklists, as defined as part of the workplan.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree in computer science, business administration or relevant field.
Experience:
At least six years' experience with Beneficiary Information Management systems, tools and
related processes.
Desirable Knowledge & Skills:
•Knowledge of Humanitarian Operations, and implementations of Beneficiary information Management systems;
•Understanding of privacy and data protection and related risks in humanitarian settings;
•Knowledge of Portfolio Management fundamentals in managing large scale projects;
•Understanding of WFP’s project financial framework, including knowledge of theories, concepts and approaches relevant to finance, budgeting, and cost recovery methodologies;
•Understanding of WFP’s project financial framework.
Languages:
Fluency in oral and written English is required. Proficiency in another official UN language (Arabic, French, Russian, Chinese or Spanish) or Portuguese (one of WFP’s working language) would be desirable.
