M.C. Dean is seeking a Senior Program Manager to serve as the central point of contact for this effort, supporting U.S. Army installation support operations in Europe. This is a senior leadership position with primary responsibility for program-wide oversight, stakeholder engagement at the General Officer (GO) and Senior Executive Service (SES) level, and delivery of all requirements across the European theater
Responsibilities
As Program Manager, you will direct all facets of performance for this effort, managing personnel, deliverables, and customer relationships across multiple garrison locations in Germany and Belgium.
Main responsibilities include but are not limited to:
- Serve as the primary point of contact (POC) with the Contracting Officer (KO), Contracting Officer’s Representative (COR), and Alternate CORs across all supported garrison locations.
- Manage and direct all contract personnel, ensuring delivery of IT support services in accordance with contract requirements.
- Oversee program reviews, status reporting, and briefings to GO/SES leadership.
- Maintain proficiency and oversight of APMS, ITAS, AESD (ServiceNow), and GCSS-A (G-Army) systems.
- Develop and deliver all required contract deliverables on schedule.
- Monitor contract performance, identify risks, and implement corrective actions to ensure mission continuity.
- Ensure compliance with all contract requirements, mandatory training, and security obligations.
- Coordinate staffing, onboarding, and security clearance adjudication for all contract employees.
- Serve as escalation point for all operational and administrative issues across garrison support sites.

Qualifications
Clearance/Citizen Type: Applicants selected will be subject to a government security investigation and may meet eligibility requirements, including U.S. Citizenship, for access to classified information; Active Secret clearance is required.
Education/Experience:
- 10+ years of experience with a Bachelor's Degree in Engineering or related technical discipline (BS) 7+ years of experience with a Master's in Engineering. Experience working on electrical projects ranging from $500,000 to $10M.
- 10+ years of U.S. Army project/program management experience in C4IM environments.
- Demonstrated experience supporting General Officer (GO) or Senior Executive Service (SES) customers in enterprise IT services.
- Proficiency with Army Portfolio Management Service (APMS), ITAS, AESD (ServiceNow), and GCSS-A (G-Army).
- PMI PMP certification — required, active.
- Strong written and verbal communication skills with ability to brief executive-level stakeholders.
- Experience managing geographically dispersed teams in OCONUS environments preferred.
