About this role

Summary: The Rental Assistance Program Project Based Voucher (PBVs) Representative is responsible for assurance and enforcement of regulations of the PBV programs which includes overseeing and conducting day to day operations of in accordance to the Housing and Urban Development (HUD) and Executive Office of Housing and Livable Communities (EOHLC) policies and procedures.

Primary Responsibilities:

  • Perform regular recertification of households including E.I.V on-line income verification, third party income verification, verification of assets, verification of all household members status.
  • Process household status changes, income status changes and prepare lease and contract. 
  • Adhere to rules and regulations as stipulated in federal and state guidelines and implement any necessary changes in accordance with EOHLC/HUD policies.
  • Data entry for monthly electronic submittal to PIC.
  • Scanning of client and landlord documents into database.
  • Ongoing telephone, voicemail and email response resolution to tenants / landlords, advocates and agency personnel.
  • Act as client and Section 8 Program advocate by making appropriate referrals when necessary.
  • Maintain organized files in accordance to the File Protocol.
  • Interpret and apply a variety of rules and regulations to remain in compliance with performance expectations.
  • Attend trainings as required by SMOC / EOHLC / HUD.
  • Oversee the leasing process for applicants for existing and new project-based properties including obtaining verifying documentation, screening for eligibility, conducting briefings and coordinating with the Inspections’ department to ensure compliance of the Housing Quality Standards for vacant units. 
  • Process paperwork for New Admissions.
  • Engage all clients by understanding and addressing their needs whether within or outside the scope of work.
  • Attend & participate in team meetings as requested and communicate effectively with clients and staff in other areas.
  • Maintain confidentiality of client, employee and agency information in accordance with federal and state laws and funder requirements.
  • Ensure compliance with program/department, agency and/or funder requirements, as well as SMOC policies & procedures.  
  • Other duties as assigned. 

Knowledge and Skill Requirements:

  • BS/BA or associate degree in human services preferred
  • Bilingual in Spanish a plus 
  • Strong attention to detail
  • Ability to interpret and apply state and federal housing rules and regulations
  • Knowledge of Excel, Windows, Word and PCs
  • Basic mathematics skills required to calculate rental portions 
  • Ability to work well in a high volume and productivity environment
  • Ability to handle potentially stressful situations and sensitivity to the needs of economically disadvantaged clientele
  • Highly skilled in multitasking
  • Strong verbal and written communication skills
  • Experience with adhering to confidentiality requirements
  • Must meet all required EOHLC program certifications within 1 year or have at least 2 years of experience working with EOHLC/HUD Rental Assistance programs. 

Organizational Relationship: Directly reports to Federal Programs Manager. Indirectly reports to Assistant Program Director, Program Director, Division Director and Program Director. Direct reports of this position are none.        

Physical Requirement:

  • Mobility to use office machines
  • Ability to lift up to 30 lbs.
  • Ability to ascend and descend stairs.  
  • Ability to travel to and from project-based sites and the main office during business hours.  

Working Conditions: As part of the responsibilities of this position, the Program Representative will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Executive Office of Health and Human Services.  A successful background check is required.

Hybrid Work Option: Hybrid work is permissible in some positions at SMOC depending on the key functions and responsibilities. The Program Representative position is eligible to work from home 0-20% of the week in scheduling coordination with the department manager.


Monday through Friday: 9:00AM - 5:00PM. Includes 1-hour unpaid lunch break.
35 Hours per week.
