Position: Monitoring & Evaluation Officer for Improve primary education quality and advance children’s learning and teaching (IMPACT)
Location: Kampong Svay, Kampong Thom province
Salary: Negotiable
Duration of contract: March 2026 – February 2027 (12 months)-possible extension
Closing Date: 11-Feb- 2026
PURPOSE OF THE POSITION
Monitoring & Evaluation (M&E) Officer for IMPACT is responsible for quality, accurate and timely data collection, reporting and monitoring of the “Improve Primary Education Quality and Advance Children’s Learning and Teaching” (IMPACT) project in Kampong Svay, Kampong Thom province. The M&E Officer is also responsible for the quality assurance of the implementation of activities along with the project team.
MAJOR RESPONSIBILITIES
- Establish a monitoring system/database to track the progress of the project implementation and response to donor expectations.
- Lead the implementation of project M&E framework to meet donor requirements including project baseline survey, monitoring and evaluations (mid-term, final).
- Lead project data collection and management, including data analysis and ensure all data are available for project indicators and periodic reporting to different stakeholders

- Provide capacity building, to monitor and coach project staff and partners to ensure technical appropriateness and quality of all M&E efforts of the project.
- Regularly update the project information and provide appropriate recommendations based on findings and learnings of desk review and field observations for management decision-making on changes and improvements.
REQUIREMENTS
- Bachelor’ s degree in statistic and data management, education, rural development management, agriculture, project management, social sciences, international relations, business management, or related fields
- At least 3 years’ experience in programme/project planning and/or design, monitoring, and evaluation, or any similar roles
- At least 1 year experience of managing team & delivery training regarding monitoring & evaluation.
- Significant training certificates in monitoring & evaluation, or any programme/project planning
- Demonstrated competency experiences in implementing baseline/monitoring/evaluation, including:
- Designing monitoring/evaluation methodology, data collection and analysis tools,
- Managing data collection in the field
- Analysing data
- Recommendations development and report writing
- Programme Information Management System
- Strong interpersonal, organizational and time management skills
- Good in English (Verbal and Written)
- Up to 50% of the time within the project zone areas
