Key Responsibilities:
Provide strategic direction, manage budgets, ensure financial stewardship, and develop accurate reporting for stakeholders.
· Coordinate the submission of accurate and timely financial reports to internal and external stakeholders.
Oversee grant compliance, year-end closing, and accounting procedures.
Serve as a strategic partner to the Senior Leadership Team, supporting decision-making with financial analysis and advice.
· Provide overall leadership and oversight in the Financial Mgt of Grants Finance Portfolio at WVI-Haiti. – Government, Multilateral Grants and Private Non-Sponsorship (PNS) with special attention to Global Funds.
· Oversee Grants Cash and Liquidity Management.
· Ensure compliance to all donor regulations in the Grants implementation process.
Establish and maintain robust internal controls, manage financial risks, and ensure compliance with World Vision policies, donor requirements, and local laws.
Manage appropriate financial systems and controls and ensure they are in place to avoid significant finance audit risk ratings, both at the NO and project levels.
Coordinate adequate preparation for GC Risk Based Internal Audits (RBIA), External Audits and Donor audits.
Evaluate existing controls and provide timely and meaningful feedback to management on their efficiency and effectiveness.
Increase focus on risk management through risk mitigation & business continuity planning.
Coordinate the operations of the existing Risk Governance \ Mgt Structures like the National Oversight Committee (NOC) and the Enterprise Risk Mgt (ERM) Committee and be the expert of all matters risk at FO level. – Risk Prime
Oversee all aspects of the supply chain, including procurement, logistics, inventory, and asset management to ensure timely and efficient delivery of goods and services.
Oversee strategic sourcing, procurement execution, and supplier contract management.
Develop and implement supply chain strategies, systems, and processes.
Oversee and manage all facilities services and maintenance responsibilities of the National Office to ensure they are fit for purpose and meet regulatory requirements.
Ensure administrative support for the office, including managing utilities, assets, and event logistics.
Lead and develop a team, strengthening staff capacity in finance, supply chain, and administrative functions.

Identify opportunities for process improvement and efficiency across both finance and supply chain functions.
· Ensure staff and partners understand relevant policies and systems.
· Collaborate with other departments to create coordinated plans for business growth
Knowledge and qualification
Master’s degree in management, Finance, Procurement, Social Science or Business Administration, or equivalent qualification
At least 5 years’ experience in a relief, Fragile context or development environment, with at least 3 years’ in a leadership role with direct reporting lines.
Leadership experience in Finance and procurement, contracts management and administration, logistics, Information Technology operations functions.
Strong influencing, negotiating and collaborating skills.
Ability to engage with governmental, NGO and other senior leaders on issues of Finance and support functions.
Excellent written and verbal communication skills in English, including business case preparation and report-writing skills\
Demonstrated leadership, supervisory and project management skills in working collaboratively with other donors, host country institutions, and international organizations
Effective senior leadership with strong skills in high-level engagement and strategic relationship-building
Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams.
Excellent organizational, analytical, oral and written communication skills, Strong presentation skills. (French a plus, English )
Strong interpersonal skills.
Proven ability to manage technical assistance teams.
Knowledge of and familiarity with international assistance program requirements, sponsorship, UN, Global Funds and/or other bilateral funding agencies.
Experience of treasury activities, establishment and monitoring of budgets and an understanding of data processing concepts and systems is preferred.
Experience with humanitarian aid in-country is a plus.
