The Republic of Korea (RoK) is a large-scale donor to WFP and has contributed 50,000 MT of rice to WFP every year since 2018, with contributions rising to 100,000 MT in 2024. WFP looks forward to receiving a secondment of staff which will be mutually beneficial to RoK and WFP and will further strengthen the cooperation.

Under the overall guidance of the APARO Regional Director, the secondment will provide technical advice in expanding WFP’s partnership with the RoK and other governments in the region to create efficiency gains within national food-based social protection programmes.  The Technical Advisor will also support the implementation of RoK in-kind contributions to WFP Country Offices (COs) in the region and help facilitate the discussions among WFP, the RoK Government and the Korean private sector on upstream fortification of future RoK rice contributions. 

The budget for this secondee post shall be fully covered by RoK MAFRA grants.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

Under the leadership of WFP Regional Director for Asia and the Pacific, and working closely with the Regional Head of Supply Chain, the incumbent will have the following duties and responsibilities:

  • Provide strategic support to WFP to advance its partnership and service offer to governments and the private sector in the region on optimizing and creating efficiencies in food-based national social protection programmes.  

  • Equip Country Offices with the expertise, mindset, and coordination mechanisms needed to work effectively with government counterparts. This is particularly important in APARO, where governments are strong and require tailored support to structure challenges, analyse opportunities, and leverage data-driven solutions for improving supply chains.

  • Drive regional efforts to strengthen collaboration with governments and development partners to build resilient, long-term national supply chain capacities that align with WFP's broader sustainability and food security objectives.  

  • Drive and support the adoption of digitalization initiatives to improve transparency, efficiency, and traceability across supply chain operations, including advanced tracking tools and systems.

  • Strengthen the partnership among WFP, the RoK Government and the Korean private sector on upstream rice fortification and downstream, country-level, fortification initiatives.

  • Support initiatives that increase local sourcing, strengthen market linkages, and improve the efficiency of food supply chains.

  • Gather market intelligence through research and networking, improving the knowledge base available to Country Offices, Regions, and the Programme, and use market analysis and research to recommend actions to Management to improve supply chain performance.

  • Take responsibility for an equitable and inclusive workplace that incorporates all dimensions of the WFP diversity and inclusion framework.

FUNCTIONAL CAPABILITIES:

  • Planning, Project & Resource Management: Designs and manages the full lifecycle of project management, including planning, engaging with partners and key stakeholders, budgeting, allocating resources, implementation, and reporting.

  • Information Management & Reporting: Designs communication strategy to exchange impactful and compelling information with internal stakeholders and external partners.

  • Technical Assistance and Coordination: Applies a strategic approach to coordination, consensus-building, and collaboration among stakeholders.

  • Food value chains and agricultural supply chains: employs a strategic approach to market and value chain interventions that enhance WFP's and government's capacity to strengthen local food systems and market linkages.

ESSENTIAL QUALIFICATIONS & EXPERIENCE

  • Experience in shaping and managing supply chain operations including coordination with internal and external stakeholders and supporting emergency programs.

  • Experience in developing, analysing, and supporting food systems transformations and agricultural supply chain initiatives.

  • Experience in developing and managing relationships and national capacity building initiative with UN agencies, NGOs, private sector, and/or government organizations.

  • Experience in implementing/setting-up supply chain improvement and optimization initiatives to achieve cost efficiency, improved agility, reliability and quality.

  • Experience negotiating service arrangements with multiple third parties respecting WFP’s best interests.

  • Experience in monitoring operational success and suggesting areas of improvements.

  • Experience supervising teams of professional staff.

DESIRABLE REQUIREMENTS

To perform the wide range of tasks and excel in this position, the ideal candidate would also possess:

  • Experience with food value chains and market related interventions are desirable.

  • Experience in food fortification and global food trade is desirable.

  • Excellent drafting and communication skills.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS

Education: Advanced University degree preferably in Agriculture, Food Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.

Language: Fluency (Level C) in spoken English language. Desirable: Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

OTHER QUALIFICATIONS AND SKILLS

  • Proficiency in Windows, MS Office (Word, Excel, Power Point, Outlook).

  • Ability to work in a multicultural environment with sound interpersonal and communications skills.

  • Strong analytical and critical thinking skills, and ability to write accurately and concisely.

  • Willingness to field travel when required.
