The primary objective of this review of the Nutrition & Home Economics Strategy (2020-2024) is to assess the progress made, document lessons learned, identify successes, and highlight gaps and challenges encountered during the implementation of the strategy. The findings from this review will provide critical insights and evidence-based recommendations to inform the design and development of the new strategy.

·       Assess progress against the key strategic objectives and targets of the current strategy.

·       Identify gaps, challenges, and lessons learned concerning the relevance, effectiveness, efficiency and impact of the strategy based on analysis of its strengths, weaknesses, opportunities and threads

·       To assess the effectiveness of sectoral integration within MAFSN, and to review the institutional arrangements used for coordination and implementation of the Nutrition and Home Economics Strategy at national, district, and resource centre levels, including capacity development and cross-sectoral coordination

·       Propose new approaches for the new strategy that align with emerging priorities such as climate resilience, gender equity, and digital innovations.

·       Based on the lessons learned from the 2020-2024 period, and from global and regional best practice, identify approaches for multi-sectoral visioning, strategic planning and coordination for food security and nutrition in the Lesotho context

·       Identify and articulate emerging issues affecting food and nutrition security and propose transformative approaches to address malnutrition and food insecurity.

·       As a cross-cutting matter, assess the extent to which the gender equity and inclusion issues were incorporated including the empowerment of women and girls and propose new emerging opportunities

·       Review the monitoring arrangements applied during the implementation of the Nutrition Strategy (2020–2024).

·       Identify indicators that were used, their relevance, and whether they were aligned with the strategy’s objectives.

·       Assess the frequency, quality, and consistency of reporting at national and district levels.

·       Examine whether financial, and technical resources were allocated to support monitoring activities.

·       Determine adequacy of tools, systems, and infrastructure (e.g., data collection templates, databases, reporting channels).

·       Assess how effectively M&E findings were used for decision-making and programme adjustments.

QUALIFICATIONS & EXPERIENCE

·       Advanced degree in Nutrition, Food Security, Public Health, or related field.

·       Minimum 10 years’ experience in nutrition policy, food systems, and programme evaluation.

·       Proven expertise in climate-smart agriculture, resilience, and gender mainstreaming.

·       Familiarity with global/regional frameworks (SUN Movement, African Union nutrition strategies).

·       Strong analytical and technical writing skills.
