The World Food Programme (WFP) supports Sudan's efforts to enhance food security and resilience through climate-smart agriculture and value chain development. The Northern State Coordinator will lead the implementation of wheat production and value chain strengthening activities at the state level, while supporting other resilience projects and contributing to unit-wide objectives. This role ensures alignment with donor requirements, national priorities, and WFP's resilience strategy.

Position Purpose

To provide leadership, coordination, and technical oversight for resilience programming in Northern State, ensuring timely delivery of high-quality outputs, compliance with donor and WFP standards, and effective stakeholder engagement.

Accountabilities and Key Responsibilities (with KPIs & Deliverables)

Strategic Leadership & Coordination

Responsibilities:

  • Lead state-level implementation of SEWPP II, JICA-supported activities, and other resilience projects.
  • Represent WFP in coordination platforms and government meetings.

KPIs:

  • At least4 coordination meetings attended per quarter.
  • State-level implementation plans approved within 30 days of project start.

Deliverables:

  • Quarterly coordination reports.
  • Updated state-level strategy alignment document.

Planning & Management

Responsibilities:

  • Develop work plans, budgets, and risk frameworks.
  • Monitor progress against Results Framework.

KPIs:

  • 100% of activities implemented within agreed timelines and budgets.
  • Risk register updated monthly.

Deliverables:

  • ApproVed work plan and budget.
  • Monthly progress and risk reports.

Technical Oversight

Responsibilities:

  • Ensure technical quality of interventions (agronomy, irrigation, climate-smart practices).
  • Mainstream gender and inclusion.

KPIs:

  • 90o/a of farmers adopt recommended practices.
  • Gender and inclusion indicators integrated in all reports.

Deliverables:

  • Technical guidelines and training materials.
  • Gender mainstreaming checklist.

Expected Outputs

  • State-level implementation plans and budgets approved.
  • Wheat production and value chain actiVities completed on schedule.
  • Resilience projects integrated and aligned with WFP objectives.
  • High-quality reports and knowledge products delivered.

Qualifications

  • Advanced university degree in Agriculture Sciences, Development Studies, or related

field.

  • Minimum 10-15 years of experience in agricultural development, resilience

programming, or project coordination.

  • Strong technical knowledge of wheat production, climate-smart agriculture, and value chain development.
  • Excellent stakeholder engagement, leadership, and communication skills.
