• At least seven (7) years of relevant postgraduate experience in areas pertinent to the subject of the assignment, including design and execution of field research in rural/agricultural development contexts.
• Proven track record in cost-benefit analysis, impact assessment, and mixed-methods research.
• Strong quantitative and qualitative research skills.
• Proficiency in data analysis software (Stata, R, SPSS) and qualitative tools (NVivo, Atlas.ti).
• Proven ability to translate complex findings into policy-relevant recommendations.
• Proven experiences in humanitarian and development work in multicultural environments requiring high level of interpersonal skills.
• Participated in a moderately complex emergency operation/ development programme; Exposure to WFP programmes and experience with WFP resilience building programmes and in the Sahel in particular desirable.
• Ability to communicate effectively and showing a problem-solving mindset.
• Experience in the design, setup, implementation and monitoring of projects and programmes, including aspects of resource mobilization and donor funds management.
• Demonstrated partnership-building skills with international and external stakeholders and proven strategic and policy engagement capabilities in an international setting.
• Excellent writing, analytical, and communication skills in English and French.
• Ability to work independently and in remote settings with minimal supervision.

Study Design & Inception (Month 1)

  • Review relevant documents (CSP, ACR, programme reports, donor reports) to define the scope and refine research questions.
  • Develop a detailed methodology covering sampling, data collection tools, and analysis plan.
  • Select a statistically significant sample (~50 market gardens) across 5 regions (Niamey, Tahaou, Maradi, Zinder and Diffa), ensuring diversity in geography, garden size, and operational models.
  • Integrate both quantitative and qualitative components, including household surveys, key informant interviews, and focus group discussions.
  • Prepare an inception report and presentation for validation by WFP Niger.

Field Data Collection (Months 2–3)

  • Coordinate with WFP field offices and partners to plan and conduct field missions.
  • Collect data on:
  • Production yields and sales values
  • Cash income and employment created
  • Set-up and operational costs (boreholes, solar equipment, seeds, inputs, training, etc.)
  • Household-level impacts on food security, migration decisions, and resilience outcomes
  • Dietary diversity and nutrition indicators in beneficiary vs. non-beneficiary communities
  • Ensure data quality control and adherence to ethical standards.

Data Analysis (Month 4)

  • Conduct quantitative analysis (economic returns, cost-benefit ratio, statistical comparison of nutrition indicators).
  • Conduct qualitative analysis to capture narratives on empowerment, community cohesion, and adaptive capacity.
  • Triangulate findings from multiple sources to strengthen validity.

Reporting & Policy Brief Development (Months 5–6)

  • Draft a comprehensive analytical report, including:
  • Executive summary
  • Methodology
  • Key findings (economic, social, nutritional)
  • Case studies and human-interest stories
  • Recommendations for programme improvement and policy advocacy
  • Develop a concise, visually engaging policy brief targeted at government stakeholders, donors, and partners.
  • Present findings to WFP Niger, partners, and relevant government ministries.
