CONTRACTUAL INFORMATION:

Position Title: OIM and Performance Reporting Officer

Contract Type: Consultant, Level I

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The core function of OIM, operational and performance reporting (OIM & PR) is to ensure operational information received from Country Office Units, field offices and other stakeholders is timely, clear, concise and fit for purpose and adequate reporting of CSP outcomes to demonstrate WFP role and contribution to SDG 2 (Zero Hunger) and 17 (Partnerships for the Goals).
The OIM & PR officer guides and oversees the CO’s contribution to achieving a ‘common operating picture’ of WFP’s operations in Sudan. The reports officer creates a common operating picture by providing context-specific inputs, using political and humanitarian analysis from various sources to contribute to efficient and inclusive responses, and establishing cross-functional information workstreams. Through corporate and ad-hoc reporting tools, the OIM & PR officer informs WFP partners and donors, showcasing operational achievements and challenges and demonstrating WFP’s capabilities as a primary partner of choice.
The OIM & PR officer works closely with ESARO and with HQ OPSCEN in developing and publishing information products once cleared by the CO management, ESARO and HQ technical units. The OIM & PR officer also coordinates the review and clearance of OIM products with ESARO, ensuring that reports from the CO adequately demonstrate CSP outcomes, meet the corporate requirements and are of good quality with the understanding that these reports are WFP’s donor products; used to justify and advocate programmatic excellence while also reflecting operational challenges.
Under the overall guidance of the Head of Partnerships and Reporting Unit, the OIM and PR officer will work under the supervision of the Sudan CO’s OIM team leader, to oversee and coordinate all Operational Information Management & Performance Reporting (OIM) activities in Sudan CO. The Officer will support the establishment of OIM procedures and processes to ensure there is accurate, timely and consistent reporting of WFP operations and associated results to enable informed and timely decision-making at all levels. The OIM and PR officer will coordinate performance reporting activities at country level to ensure effective, accurate, and timely reporting of the Annual Country Reports (ACR) by working closely with relevant units including programme teams, monitoring, and other cross cutting teams.

ACCOUNTABILITIES/RESPONSIBILITIES (not all inclusive):

  • Contribute to the development of systems and tools that support effective OIM and performance reporting in line with WFP policies and practices.
  • Ensure all written reporting products tell a compelling story of WFP Sudan’s operational achievements.
  • Maintain and update the existing operational information management & performance reporting systems to drive the quality, consistency, standardization of information management and performance reporting.
  • In coordination with relevant units, coordinate and prepare timely and accurate corporate briefing materials and information products – including but not limited to monthly Country Briefs, Director Briefs, Situation Reports, Executive Director Briefs, Leadership Group Updates and other documents requested by the Office of Executive Director (OED), Regional Bureau (RB), and Country Office management.
  • Coordinate the preparation of the Annual Country Report (ACR) in collaboration with the country office programme, monitoring & evaluation, the Regional Bureau, and other services functions to ensure coherence and quality of information.
  • Enhance the capacity of WFP staff and partners to effectively manage operational information and performance reporting through provision of relevant OIM and Performance reporting training.
  • Support the establishment of country level reporting procedures, structures, and SOPs in line with the OIM related normative guidance to contribute to improved, streamlined and harmonized OIM and operational reporting.
  • Complete the Minimum Preparedness Actions for reporting and information management, including establishing initiatives to facilitate information flow from relevant units to facilitate and maximize the exchange of information and data flow between teams.
  • Maintain a CO reports tracking system/tool/matrix to monitor the status of all corporate Sudan CO reports and appraise the CO management on the reporting status and other OIM products.
  • Other duties as required.

2. ACR Factsheet
3. Daily Operational Brief
4. Internal and External Sitrep
5. Monthly report for Government of Sudan
6. Monthly Snapshot
7. Thematic Factsheets
8. Other ad-hoc reports, presentations and talking points as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:


Education: Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Experience: Typically 3 to 5 years of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.

Knowledge & Skills:

  • General knowledge of information management best practices, techniques and processes with some understanding of the basic theoretical background.

  • Strong written and oral communication skills, including substantive analysis and report writing skills.

  • Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.

Languages: Fluency in oral and written English. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language) is desirable.
