Assignment context
The World Food Programme (WFP) is the United Nations frontline agency fighting hunger. WFP reaches more than 150 million people per year - delivering humanitarian food assistance and working with smallholder farmers, communities, and governments to improve nutrition and build resilience to crises. As conflict, climate change and economic shocks drive up the number of hungry people in Eastern Africa, finding innovative solutions to the complex humanitarian and development challenges in the region is essential, now perhaps more than ever.
In Rwanda, WFP supports the Government with its ambitious goals to ensure food security and nutrition and equitable access to sustainable livelihoods for all. In this effort, WFP Rwanda works closely with diverse stakeholders to provide general food and nutrition assistance to over 135,000 refugees, asylum seekers and returnees; to strengthen national disaster risk management, social protection, school meals and nutrition programmes; to transform food systems; and to support emergency preparedness and response.

The United Nations Volunteers (UNV) programme is administered by the United Nations Development Programme (UNDP).

This role requires a strong ability to analyse data and problem solve, are a strong communicator who can build relationships through all departments, able to provide insightful data and contribute solutions and possesses outstanding organizational skills to juggle multiple priorities.
To deliver a professional, client-focused HR services, partnering with managers and build strong focus on employee relations, performance management, engagement and retention activities, including an understanding of compensation and benefits in line with WFP corporate priorities

Task description
Under the direct supervision of the Head of the HR Unit, the volunteer will undertake the following tasks:


1.Contribute towards the development of country specific plans and processes, and deliver HR operational activities or projects, following standard processes and ensuring alignment with wider WFP policies.
2.Provide advice to managers and employees, understanding their needs and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them.
3.Provide effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements, and resolving employee relations issues.
4.Contribute to staff capability building, working with managers to understand individual skills and business requirements, and organizing/delivering development solutions which equip people with the skills and knowledge required to meet current and future challenges.
5.Contribute to building and managing talent within WFP, working with managers to understand their needs and delivering solutions to recruit, retain, manage and develop a high caliber workforce to deliver business objectives.
6.Support organizational design activities that enable senior management to define and organize structures and jobs, and allocate people to the right places in order to im-prove efficiency.
7.Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries.
8.Collate and analyse data for the preparation of accurate and timely reporting, sup-porting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
9.Contribute to continuous improvement by implementing new/updated HR policies, procedures and systems and recommending improvements to ways of working.
10.Other duties as required.

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.

  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities.

  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.

  • Assist with the UNV Buddy Programme for newly arrived UN Volunteers.

  • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Requirements
Education:

Advanced university degree in Human Resource Management, Public or Business Administration, Business Management, Industrial Psychology, or First University degree in the above disciplines with at least 4 additional years of related work experience.

Minimum experience:
Three or more years of postgraduate professional experience in Human Resources with an interest in international humanitarian development.
