Under the overall supervision of the Country Director, and the direct supervision of the Resilience and School Feeding Programme Officer, with technical guidance from the Regional Bureau, the consultant will undertake the following duties:

1. Review of HGSF Pilot Experience

  • Conduct a rapid qualitative review of the existing HGSF pilot implementation, drawing on available documentation, data, and targeted consultations with key stakeholders.
  • Identify key lessons learned, strengths, and operational challenges of the pilot HGSF model, including differences across regional and contextual settings, with particular attention to pastoral and arid areas.
  • Synthesize findings to inform national‑level strategic planning and decision‑making.

2. SABER Alignment and Analytical Inputs

  • Support the preparation, design, and future implementation of a SABER School Feeding assessment, by providing technical and analytical inputs on policy coherence, institutional arrangements, and operational readiness.
  • In parallel, identify priority areas for strengthening national school feeding systems relevant to HGSF and advise on a realistic, sequenced pathway of actions to inform both the SABER process and subsequent reforms.

3. Development of a National HGSF Scale‑Up Strategy

  • Support government and WFP in defining the strategic direction for national HGSF scale‑up, including objectives, principles, and geographic or contextual prioritisation.
  • Advise on appropriate HGSF models by context (e.g. pastoral vs crop‑producing regions), considering procurement options, operational feasibility, and institutional roles.
  • Develop a national HGSF scale‑up strategy aligned with government policies and implementation capacities.
  • Develop a high‑level, indicative costing and implementation framework for HGSF scale‑up, outlining key cost drivers, assumptions, and phasing options.

4. Technical deliverables and Handover

  • Prepare concise and practical technical deliverables, including analytical briefs and summary notes, to support government ownership and follow‑up action.
  • Conduct a final technical briefing with government and WFP to present findings and recommendations and facilitate uptake.

Deliverables

Inception Note outlining the proposed methodology, key questions, and consultation plan (within the first two weeks). Analytical brief summarising lessons learned from HGSF pilot regions, including implications for different regional and livelihood contexts. National HGSF scale‑up strategy, including a high‑level costed implementation framework. Final technical report and presentation to the Government of Namibia and WFP.
