BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Jordan Country Office is embarking on a culture transformation journey to foster an inclusive, collaborative, and high-performing workplace aligned with WFP’s values and strategic objectives. This includes implementing action plans from the Pulse Check, Skills Assessment under Strategic Workforce Planning (SWP), and initiatives on Diversity & Inclusion (D&I) and Workplace Culture. The consultant will lead and coordinate these efforts, ensuring engagement across all levels and alignment with corporate frameworks.

Job holder will be working under the supervision of Country Director.

JOB PURPOSE: To design, implement, and monitor culture transformation initiatives that strengthen organizational culture, promote diversity and inclusion, and enhance employee engagement and capability development.

ACCOUNTABILITIES/RESPONSIBILITIES:

Culture Transformation Strategy

  • Develop and implement a culture transformation roadmap aligned with CO priorities and WFP People Strategy.
  • Facilitate workshops and dialogues to embed WFP values and behaviors across teams.
  • Establish recognition practices that promote collaboration, integrity, humanity, and inclusion within Jordan CO.

Pulse Check Action Plan

  • Translate survey insights into actionable steps.
  • Monitor progress and report regularly to the Country Director and management team.
  • Design short follow‑up surveys or “temperature checks” to gauge progress, identify gaps, and adjust actions as needed.
  • Prepare concise, accessible communication materials (infographics, townhall slides, talking points, local website) to keep staff informed about what the CO is doing in response to survey results.

Skills Assessment & SWP

  • Support implementation of the skills development action plan.
  • Coordinate capability-building initiatives to address identified gaps.
  • Track participation, completion rates, and learning impact using surveys and qualitative feedback.
  • Partner with RB/HQ to monitor alignment between learning offerings and strategic workforce capability gaps.
  • Create small peer learning groups and implement SWAP programmes to reinforce capability development and foster collaboration across units.

Diversity & Inclusion

  • Design and roll out D&I initiatives, ensuring representation and equity.
  • Provide guidance to managers on inclusive leadership practices.

Employee Engagement

  • Organize events and campaigns promoting positive workplace culture.

Change Management

  • Act as a change agent, supporting managers and staff through transitions.
  • Identify resistance points and propose mitigation strategies.

Monitoring & Reporting

  • Establish KPIs for cultural transformation initiatives.
  • Prepare periodic reports and presentations for senior management.
  • Any other related duties in line with role and level.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses. 

Experience:       

  • Minimum 4 or more years of postgraduate professional experience in organizational development, cultural transformation, or HR strategy.
  • Proven experience in change management and employee engagement programs.

Knowledge & Skills:       

  • Ability to influence and build trust across diverse teams.
  • Knowledge of D&I frameworks and best practices.
  • Good communication skills required, ability to effectively manage wide range of senior stakeholders (including Heads of Units and management); ability to drive engagement on All-Staff and individual employee levels. 
  • Experienced in leading organizational transition process (knowledge of having experience in driving change management is desirable)
  • Strategic thinking and ability to translate vision into actionable plans.
  • Strong interpersonal skills and cultural sensitivity.
  • Ability to manage complex projects and deliver results under pressure.

Languages: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
