World Food Programme - Consultant Supply Chain

Job Summary - Generic

This position will provide critical support to the development and implementation of the SHF procurement strategy by leading the CBT approach (which is one of the key procurement methodologies therein).
A Supply Chain Officer with specialist skills in Retail Market Development would be required to support initial development and capacity strengthening requirements of these interventions until they can be implemented by the field teams directly.

Job Responsibilities

−Map the capacity of sufficient retailers and aggregators (including WFP Farmer Organizations) as required to meet the potential demands of the School Feeding pipeline.
−Map Value Chains of targeted food commodities from production /source to relevant markets & provide recommendations for informed planning.
−Develop a project plan to ensure timely development and implementation of programme activities for testing the respective approaches.
−Support systematic evaluations and cost-benefit analyses of the respective modalities to make recommendations for longer term interventions.
−Review budgets and monitor project performance against expenditure and risk matrices, ensuring adherence to WFP policies.
−Map out process flows and capture requirements for school committees to implement food procurement in strict compliance with government procurement process and Food Safety quality standards.

Design and test SOPs and a capacity building program for DLGs and School committees to independently conduct decentralised procurement processes.
−Complete Retailers Onboard & Contracting in accordance with corporate approaches to engage vendors who would participate in the CBT and voucher programs.
−Design & implement capacity building interventions for the retailers and Farmer Organizations as needed to ensure they have the capacity and business processes to work with WFP.
−Draft internal SOPs and business practices for implementing decentralised procurement within the school meals programme with clear linkages to HGSF.
−Work in close collaboration with WFP cross functional counterparts, especially the Cash Working Group (CWG) to ensure appropriate support & coordination is maintained for these initiatives.
−Design and test a capacity building program for WFP staff to ensure they have the knowledge and ability needed to successfully implement voucher programs.
−Support advocacy approaches for transitioning these activities to the government for their direct implementation and nationwide scale up.
−Other related duties as required.

Job Qualifications
−Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Languages: Fluent in English
−International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
