JOB TITLE:  Resource Management Officer

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience. Building on its engagement in the Pacific since 2015, WFP works with Pacific governments and partners to improve capacity to reduce the risk of, prepare for and respond to disasters. This is achieved through strengthening coordination mechanisms in logistics, emergency telecommunications and food security, as well as data and cash preparedness. This is done in close collaboration with national partners, including those who lead the national coordination mechanisms through training and ongoing engagement and support.

The incumbent under the direct supervision of the Country Director will be responsible for the Finance, Management Services and Budget & Programming functions.

ACCOUNTABILITIES/RESPONSIBILITIES:
Support corporate finance and resources management strategies by contributing to the development of procedures for the country office, participating in key programmatic initiatives, and embedding value for money in these initiatives through advice on financial assessment, reporting and accounting. 
Lead the implementation of finance, budgeting and management services in order to support capacity strengthening assistance and comply with WFP’s standards and processes.
Execute the first line role in terms of assurance, oversight and support which shall include visits to other territories under Pacific Office identifying areas of risks and recommending actions .
In collaboration with the finance staff, lead the delivery of accurate financial reporting and analyses in accordance with International Public-Sector Accounting Standards (IPSAS), ensuring accuracy, deadlines and compliance with accounting processes and corporate governance requirements. 
Provide financial assessment of partners, service providers, and other entities as needed by management to minimizing financial risk. 
Ensure monthly financial closures are performed regularly in accordance with corporate requirements. 
Coordinate and deliver financial controls and insight into WFP performance by undertaking periodic risk and internal control assessments to identify areas which may present potential audit, compliance or financial risks. 


Participate in the development and implementation of plans, policies and procedures for budget and programming activities (including PSA, Project budget, extra budgetary), and ensure that objectives are achieved in compliance with corporate, regional and functional strategies. 
Create and review budget plans and monitor activities performance against budget, ensure adherence to guidance and policies, and provide financial analysis and advice to optimize resources. Monitor and provide advice on actions related to project closure and resources transfer.
Monitor and provide advice on fund utilization and advance financing, loan and borrowing, repayment and refinancing arrangements; alert management, SO and activity managers to approaching deadlines for unassigned funds and potential resource shortfalls/surpluses and propose appropriate solutions.
Monitor and manage the resources pipeline to maximize operational effectiveness, adhere to standards and processes, and provide advice on resource allocations based on severity of pipeline shortfalls using relevant tools.
Coordinate and prepare accurate reports by providing consistent information for Resource Management Committee, as well as identify trends/issues and propose solutions that support decision-making by senior management.
Build capacity of WFP staff in budgeting, fund management and operational planning, through training and coaching on guidelines and manuals, as well as on-job training.
Develop and implement WFP country plans, including management services processes such as travel, protocol, asset management, fleet including fuel, etc, aligned with regional and wider WFP strategies and policies to facilitate efficient and effective the delivery. 
Estimate new requirements in terms of management services aiming at efficiency, cost-effectiveness and timeliness of operations and services.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:


EXPERIENCES FOR ENTRY INTO THE ROLE:
•    At least 6 years of experience in resource/financial management. Has experience in specialized finance area in a country office including CBT, accounting, risk management and fund/pipeline management.
•    Has developed financial policies and procedures.
•    Has gained experience in management services and applies this to all activities.
•    Has managed small teams of staff with related areas of expertise.
•    Has provided support in leading projects and input into function policies.

Education:    
•    Advanced University degree in Finance, Business Administration, Accounting or related fields, or First University degree in the same subject(s) with additional 3 years of related work experience and/or trainings/courses. Full memberships in an international recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (IPCA) or equivalent is an added advantage.
Languages:    Fluency in written and spoken English is required.
