Background

Have dual role of assisting WFP to support the financing and operational activities of the HRD Kuala Lumpur Hub, as well as to further develop WFP & UNHRD relations and partnerships with government institutions.

Duties and Responsibilities

  • Required to provide advice and facilitate interaction and privileged relationship with the Malaysian Government and the appropriate delegated authorities such as the Ministry of Defense, the Ministry of Finance, Customs authorities, the Ministry of Foreign Affairs, Ministry of Health, the Subang Air Force Base Command, NADMA and other government authorities as deemed appropriate for all matters related to the operational requirements of the HRD Hub in Subang;
  • Ensuring the yearly contribution is received on time as per basic agreement between UNWFP and the government of Malaysia;
  • Collaborate on UN capacity building /strengthening activities within Malaysian and ASEAN. Actively liaise with the Ministry of Defense, the Subang Air Force Base Command for the organization of airlifts using Royal Malaysia Air Force air assets when needs arise;
  • Facilitate WFP/UNHRD operations within the Subang air-base including the utilization of the assigned premises with exclusive and nonexclusive use;
  • In line with WFP regulations, assist the HRD with the implementation of simplified customs procedures including securing blanket exemption approvals for import duty/ taxes and import permits with MOFA, MOH, MITI, MOF and other relevant ministries. 
  • As required by the Head HRD Subang and WFP HQ, liaise with the Malaysian authorities and in particular the Ministry of Foreign Affairs counterpart to address any issue that may arise and maintain the privileged relationship with the host Government;
  • Develop a long term relationship with Military, NADMA and Civil Defense entities among ASEAN countries and in cooperation with WFP develop a sustainable cooperation strategy to support WFP emergency operations in Asia.
  • Advocate the expansion of UNHRD Subang Hub Facilities including liaising & close coordination with MINDEF for matters pertaining to main office & warehouse also including 2nd warehouse, and contribute to safety of Hub operations;
  • Liaise with the relevant authorities to facilitate tax refund applications for all Goods and Services procured by HRD Subang hub
  •   If required represent the Hub Manager on official events Provide regular update and monthly reports on the progress of the tasks assigned
  • Liaise, coordinate with relevant Aviation Authorities (CAAM), Airport Authorities/ airport management to facilitate smooth outbound operations flights that include assisting to secure landing permits, flight permits, during emergency mode operations, etc
  • Liaise and coordinate with local port authorities & port operators/ port management to ensure smooth inbound/ outbound of sea shipments including application/ request for storage waiver

Deliverables:

  • Government of Malaysia contribution expected to be received within the first quarter. Continue to negotiate on the unused adjacent land to Kuala Lumpur hub to enhance warehouse storage capacity. Securing a blanket exemption (duties/ taxes/ permits) with relevant ministries for Importation of relief items into the hub. Feasibility study for establishing a bonded storage warehouse to simplify clearance formalities that will facilitate rapid receiving and dispatch of relief items to /from the hub)
  • Liaise with senior government officers for coordination when using military flights,
