ABOUT BUDGET & PROGRAMMING OFFICER AT WFP
This position is based in Rome, Italy and reports to the Director, CFOS.
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Budgetary Policy and Strategic Financing Service (CFOS), establishes standards, products and services to ensure transparent and accountable financial planning, budgeting and financial risk assessment in WFP. Serving internal and external clients and stakeholders, the service provides critical support to oversight and decision-making, driving effective implementation of WFP’s mandate. Under the direction of the CFO, CFOS work across the organization to ensure effective and efficient processes across the financial planning, budget and risk mitigation of Advance Financing, Corporate Services, Global Commodity Management Facility (GCMF) and Innovative financing
ACCOUNTABILITIES/RESPONSIBILITIES:
• Participate in the development of business planning and strategy as well as functional work plan incompliance with WFP policies, standards and strategy.
• Responsible for CFOS communication strategy through WFP articles, Infographics, videos and other innovative communication tools.
• Contribute to WFP guidance, policies, directives, decision memos, circulars, etc., which are originated by CFO and/or other divisions, and required the reflection of the CFOS business process and objectives. In 2026, this will include taking the lead coordination role in updating relevant corporate governance materials regarding the GCMF, including ED Circular and related directives and guidance.
• Communicate business objectives, requirements and process and coordinate among stakeholders to ensure common understanding and prioritization.
• Lead the financial risk management framework analysis and processes for GCMF. Data Analysis and Innovation.
• Lead data analysis efforts and innovatively develop various reports, to meet varying requirements and audiences and enable informed decision-making, ensuring consistency of information presented to senior management and external stakeholders.
• Contribute towards the development and improvement of systems, techniques, tools, processes, and procedures to better monitor, manage the GCMF. Work closely with technical teams to enable automation of relevant reports where possible.
• Provide expert advice on the resource analyses and develop recommendations on the prioritization and utilization of funds, providing timely recommendations on possible corrective actions where needed.
• Identify business needs and propose well-researched ideas for new or improved systems, tools and processes that deliver value for business priorities and CFOS objectives.
Training and capacity development:
• Develop the capacity of WFP staff in financial planning, and performance reporting, through coaching around the regular day-to-day transactions as well as developing, updating and delivering training using available materials, manuals and guidelines.
• Prepare normative guidance to further institutionalize demand planning and forecasting at WFP with industry standard reference.

DELIVERABLES AT THE END OF THE CONTRACT:
- Contribute to CFOS annual target achievement
- Be responsible for the implementation of best practices, the achievement of objectives. Pilot and follow the progress of improvement plans.
- Oversee an optimized inventory level through financial planning and financial risk assessment.
- Oversee optimized and efficient use of the Strategic Financing funds
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University Degree and/or equivalent experience with emphasis in one or more of the following disciplines: economics, international affairs, business administration and Supply chain. Master degree with emphasis in one or more of the following disciplines: Economics, logistics and supply chain.
Experience:
At least 10 years post graduate, progressively responsible, job related experience in commerce, business administration, supply chain, development, or food aid support.
Knowledge & Skills:
Advanced analytical skills for business analysis coupled with experience with supply chain related activities;
Familiarity with WFP Supply chain model and key stakeholder division, services Advanced knowledge of WINGS
Knowledge of Excel , other MS Office software and planning tools such as IBP
Languages:
Working knowledge of English and other UN language i.e., Arabic, French, Portuguese, Spanish.
