This position reports to Deputy Country Director.
ORGANIZATIONAL CONTEXT:
WFP Togo is implementing a second-generation country strategic plan (CSP) which was approved by the Executive Board in June 2022 to cover the period from July 2022–December 2026. It enables WFP to reposition itself as a key player of SDG2 – Zero hunger – and to transition from exclusive direct assistance to increased advisory and enabling support to the Government.
WFP interventions are aligned with government priorities, focusing on emergency assistance, social cohesion, human capital development, resilience, and the transformation of food systems. An integrated home-grown school feeding programme is under way in the north, where around 15,000 children have been reached so far. Expansion to over 65,000 children is planned in 2025. The programme is also linking smallholder farmers to local markets and supporting women engaged in food processing and value addition. In parallel, resilience activities are being implemented to reduce vulnerability to shocks and strengthen livelihoods. WFP country office in Togo is also operating the logistics corridor into central Sahel and hosts a global commodity management framework for WFP’s west and central Africa region (RBD).
The incumbent must demonstrate a high level of personal responsibility and initiative in handling files and responding independently to requests. The incumbent will have the expertise and knowledge to adapt and develop systems and processes to continuously improve the level of support provided. He or she will be able to motivate and develop a team of support staff.
JOB PURPOSE:
Support budget and resource analysis and programming activities, collaborate with unit managers, and follow their advice to apply best practices for the effective, efficient, and compliant use of funds.
Under the direct supervision of the Deputy Country Director, the Budget & Programming Officer advises and provides strategic information on resources to enable sound decision-making at the management level. The incumbent support and enable operations by safeguarding resources and efficient management of WFP resources, risk informed end-to-end planning, budgeting and reporting that enables WFP to deliver its key priorities, strategic objectives and achieve its zero hunger goals. He will provide effective support for the programming and management of CORRIDOR resources.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education:
Advanced university degree in Business Administration, Statistics, Finance, Economics or other relevant field.
Additional professional training in project management, statistical analysis and/or operational planning and management is desirable.
Experience:
At least one (1) year of postgraduate professional experience related to the role
Language:
National Professional: Fluency (level C) in French and Intermediate knowledge (level B) in English language.
