Digital and AI Vice Presidency 

Digital technologies offer a unique opportunity to transform development through digital solutions. The Digital and AI Vice Presidency and its global and regional teams will support client countries in building the foundational and cross-cutting elements of digital transformation through: 
• Building digital infrastructure and data platforms (including AI, cloud computing and digital public infrastructure) 
• Protecting institutions, businesses, and citizens through cybersecurity and data protection & privacy 
• Developing ICT sectors and supporting digital entrepreneurship, skills, and jobs 
• Implementing and digitalizing digital government services that improve accountability and transparency 
• Supporting the Vice presidencies of People, Prosperity, Planet, and Infrastructure in the digitalization efforts of their clients, and in leveraging digital solutions, including building client sectoral digital capacity, defining sectoral specific AI strategies, and designing sectoral AI solutions 
• Coordinating the operationalization of the WBG Digital Strategy as well as cross-GP efforts of achieving the new Corporate Scorecard digital indicators.
Duties and Responsibilities

The Digital Specialist will be based in Yaoundé, Cameroon. She/He is expected to:

• Contribute to the supervision of existing WB Operations in the digital sector, chief among them Investment Project Financing (IPF). Lead the implementation of digital development initiatives under the current digital projects, ensuring alignment with Project Development Objectives (PDOs) and timelines. Coordinate with the Project Implementation Units (PIUs), Ministries, and other relevant stakeholders to ensure effective project execution. Provide technical support and guidance to PIU and other project partners on digital development aspects, including infrastructure deployment, digital platforms, and services. Engage with government officials, private sector partners, and other stakeholders to foster collaboration and support for digital development initiatives. Prepare regular reports and updates on project implementation, highlighting key achievements, challenges, and recommendations for improvement. Conduct field visits and assessments to gather data and insights on project impact and effectiveness.

• Contribute to the design and preparation of new pipeline operations. Support the preparation of investment projects and policy reform programs in client countries with a particular emphasis on stimulating development of broadband infrastructure and digital public platforms and services, including through PPPs and regulatory/policy reforms, facilitating development of digital government IT infrastructure, interoperability, digital ID, and promoting development of digital skills and innovation, cyber resilience, data governance, as well as on addressing WBG corporate requirements (e.g. climate change, gender).

• Advise Clients on strategies, best practices, and program design to develop their digital economies. Provide expertise on policy and regulatory issues to promote competition, investment, and innovation in the digital economy. Offer technical advice on policy, reform, project development, and execution to support public services. Prepare and supervise publications on best practices in the digital sector.

• Contribute to policy dialogue with senior officials of client countries, regional institutions, private sector/industry, and development partner agencies. Represent the World Bank in meetings, workshops, and conferences related to digital development in Cameroon and Client countries. Support the development and implementation of policies and strategies to enhance digital development.

• Liaise and provide guidance to colleagues working in other sectors (including agriculture, health, education, energy, financial services, transport, climate change, disaster management, etc.) on how to leverage digital technologies to improve public service delivery and efficiency in the respective sectors.  




Selection Criteria

• Strong educational and professional background. Possess a strong educational and professional background, including a Master's degree or higher in digital transformation, Information Technology, Computer Science, Engineering, or a related field. Have at least 5 years of relevant experience in digital transformation, project management, or a related field, demonstrating the ability to excel in this role.

• Operational and client engagement skills. Have strong technical and operational skills as evidenced in a proven track record in preparing project operations and policy reforms and supporting project implementation and supervision within the Bank or similar type of projects/products for other public and/or private entities; knowledge and experience in World Bank Group Policy and Procedure Framework (PPF) is not mandatory but would be a plus. Demonstrate ability to prepare regular reports and updates on project implementation, highlighting key achievements, challenges, and recommendations for improvement. Strong drive for results, taking personal ownership and accountability to meet deadlines and achieve agreed-upon results. Strong client engagement skills, taking responsibility and accountability for timely response to client queries, requests or needs, working to remove obstacles that may impede execution or project success.  

• Technical expertise. Excellent conceptual and analytical skills, including ability to think strategically and innovatively about the role of digital technologies for socio-economic development and for transformation in other sectors of the economy as evidenced in a proven track record of research works, consulting works, position papers, etc. Firm understanding of digital infrastructure, technologies (PKI, Cloud, DFS, AI, Cyber), digital transformation of society, and digitally enabled business model trends relevant to socio-economic development in the African context (especially West and Central Africa) and enthusiasm to stay abreast of new innovations.  

• Effective communication, collaboration, and teamwork skills. Ability to communicate and collaborate effectively with excellent written and verbal skills in both English and French, engaging with government officials, private sector partners, and other stakeholders. Ability to draft and present reports and publications on digital development initiatives and best practices. Capacity to participate in policy dialogue and represent organizations in meetings, workshops, and conferences. Proven ability to function effectively as a team member of multi-disciplinary teams and resolve conflicts constructively. 

• Experience in Cameroon and Central/West Africa. Possess experience in Cameroon and Central/West Africa, with a deep understanding of the regional context and challenges. Worked on digital development projects in Cameroon and other Central/West African countries to effectively support digital development initiatives in the region, fostering collaboration and achieving impactful results. Willingness and ability to travel.
