OPCS Vice Presidency Context

The Operations Policy and Country Services (OPCS) of the World Bank plays a pivotal role in achieving the World Bank Group’s (WBG) mission. OPCS is at the center of the ‘operations complex’ and plays a critical role in supporting the Bank’s leadership on all issues related to Bank operations. OPCS develops and oversees operational policies and procedures for country engagement products, lending operations, advisory services and analytical support, financial management, procurement, environmental and social safeguards, as well as development outcome risk and results reporting. It also serves as a link between the operational units and the Board of Directors. OPCS provides advice and support to Bank management and staff as well as hands-on assistance to help teams apply the Bank’s policies, processes, and risk management tools for our country clients. Working in OPCS helps World Bank professionals gain broad exposure to strategic operations issues and develop a deeper understanding of the business of the Bank.


Procurement Department

The World Bank’s Procurement Framework—approved in July 2015 and operational since July 2016—provides a modern, fit‑for‑purpose approach that promotes choice, quality, and value for public spending. It enables countries to tailor procurement arrangements to their development contexts while ensuring integrity and value for money in operations financed through Investment Project Financing (IPF).

The Framework reflects extensive feedback from task teams and stakeholders and supports the Bank’s goal of strengthening procurement systems and practices globally. Over recent years, the Procurement Policy & Services (PR) anchor has led key modernization efforts, including:

  •     Enhancing the procurement function to better serve internal and external clients;
  •     Upholding the Bank’s fiduciary mandate to ensure that procurement of works, goods, non‑consulting services, and consultants is conducted in accordance with Bank policies and procedures;
  •     Harmonizing procurement practices with development partners; and
  •     Supporting procurement reform and capacity‑building initiatives across countries.

Duties and Accountabilities

  • Works independently under the supervision of the Senior Procurement Specialist responsible for STEP and AI-based modernization.
  •     Design, develop, and deploy data science and machine learning solutions to strengthen procurement operations, supplier management, contract oversight, and fiduciary risk monitoring.
  •     Build, validate, and maintain machine learning models to identify procurement risks, detect anomalies, monitor overall performance, and improve operational efficiency.
  •     Leverage Databricks and other enterprise platforms for scalable data processing, feature engineering, model training, and performance monitoring across procurement datasets.
  •     Work with the team to ensure robust data pipelines, model reproducibility, and seamless integration with enterprise systems.
  •     Develop and maintain automated workflows using Power Automate to streamline procurement processes, including alerts, approvals, data refreshes, and reporting.
  •     Configure and deploy AI assistants and copilots using Copilot Studio to provide procurement staff with policy guidance, process navigation, and actionable insights.
  •     Ensure all analytics solutions comply with the Bank’s policies and procedures, maintaining strong data governance and quality assurance.
  •     Translate complex procurement and business requirements into effective analytical solutions, working collaboratively with cross-functional team members.
  •     Document models, workflows, and solutions for sustainability, auditability, and continuous improvement, while staying current with emerging trends in AI and data science.

Selection Criteria

  •     A minimum of a Master’s degree in Business Administration, Supply Chain Management, Economics, Data Science, or a related field
  •     Minimum of 5 years of experience in procurement analysis, or a related field, with a specific focus on data analysis and reporting. 
  •     Proficiency in Python or R for data analysis, machine learning, and automation.
  •     Experience in building Agentic AI-based solutions with strong knowledge of MCP.
  •     Experience with libraries such as pandas, scikit-learn, TensorFlow, or PyTorch.
  •     Hands-on experience with cloud platforms (e.g., Azure, AWS, GCP) for data storage, processing, and analytics.
  •     Familiarity with Databricks or similar big data environments for large-scale data engineering and model deployment.
  •     Advanced use of Power Automate, Logic Apps, or similar tools for automating business processes and analytics workflows.
  • Skills in deploying, monitoring, and maintaining machine learning models in production environments.
  • Experience with model versioning, CI/CD pipelines, and automated retraining.
  •     Skills in integrating data from multiple sources (APIs, databases, SharePoint, etc.) and managing ETL processes.
  •     Understanding of data governance, privacy, and security best practices, especially for sensitive procurement data.
  •     Awareness of responsible AI principles, including explainability, fairness, and compliance with institutional policies.
  •     Advanced dashboarding and visualization skills (beyond Power BI/Tableau), including custom visual development and interactive reporting.
  •     Knowledge of Procurement regulations and procedures, particularly in the context of World Bank or multilateral development bank projects is preferred. 
  •     Excellent communication skills with the ability to present complex data to non-technical stakeholders clearly and effectively. 
  •     Familiarity with project management tools and processes used in World Bank-funded projects is desirable.
