Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

 

Position Overview

Department Led Capital Projects (DLCP), which is administratively housed within Shared Health, delivers major healthcare infrastructure projects across the Province of Manitoba. New projects in the portfolio include: the Victoria Hospital Redevelopment, Park Manor Care Home Personal Care Home Expansion, Arborg Personal Care Home, Lac du Bonnet Personal Care Home, and the Cancer Care Manitoba New 2nd Building.

DLCP is looking for a Project Manager (PM) with at least 3-5 years of experience in capital projects delivery who is passionate about making a difference in healthcare for our community. The PM role is key to support effective project delivery processes, working collaborating with an integrated team – including the consultants, contractors, and health delivery client groups - from pre-design through to take-over and warranty. DLCP Major capital project teams are comprised of one Senior PM, two or more Project Managers and Furniture / Equipment Coordinators and are supported by the Program Leader, Project Director finance and administrative staff. DLCP reports directly to the Deputy Minister’s Office.

DLCP mandate is that each and every project shall be delivered with the following key principles: Ownership/ Accountability; Trust; Teamwork and Partnerships.

 

The ideal candidate for DLCP is one who:

  • Understands the importance of the projects we deliver in the broader context of healthcare services delivery in Manitoba.
  • Demonstrates an understanding and desire to uphold the key principles.
  • Has experience delivering complex capital projects, renovations, or new construction over $10M and experience supporting larger capital projects over $100M.
  • Values and respects a team approach: collaborating with colleagues and stakeholders to uncover the best solution and methods while individually being accountable for assigned tasks.
  • Understands – and can demonstrate expertise in – the value of accurate reporting, proactive schedule, budget, and risk management.

Experience

  • Three to five years’ experience in planning and implementing projects.
  • Experience in program development, introduction of new systems and change management strategies.
  • Previous experience in a healthcare environment.
  • Previous experience implementing large scale projects across a variety of stakeholders.
  • Proven track record of producing results within time and budget constraints.
  • Working knowledge of construction contract law, CCDC documents, public tendering practices.

Education (Degree/Diploma/Certificate)

  • Post-secondary education and degree in Architecture, Engineering, Interior Design, Environmental Design, Project Management or a related field.
  • Additional training and/or certification in Project Management, Building Code, Construction Contract Administration, Construction Specifications, LEED and EDAC is considered an asset.
  •  An equivalent combination of education and experience may be considered.
  • Postgraduate education is an asset.
  • Previous training in project management.

Certification/Licensure/Registration

  • Project Management Professional Certification is an asset.

Qualifications and Skills

  • Demonstrated proficiency with the use of Microsoft Office products (Word, Excel, PowerPoint, Project and Visio).
  • Demonstrated knowledge of project management principles, practices and techniques.
  • Knowledge of regional policies, procedures, protocols and guidelines.
  • Knowledge of the Personal Health Information Act, Workplace Hazardous Material Information Systems (WHMIS), Principles of Routine Practices (Universal Precautions) and other legislated acts.
  • Demonstrated management principles.
  • Understanding and knowledge of roles and responsibilities of project team members and change management strategies.
  • Experience leading project teams including planning, managing, and implementing change.
  • Ability to work independently and as a team member.
  • Ability to prioritize workload, respond to simultaneous demands and delegate appropriately.
  • Influences others to achieve desired outcomes.
  • Problem solves, organizes results, and monitors project progress.
  • Demonstrates effective communication and presentation skills.
  • Demonstrates critical thinking, conflict resolution and decision-making skills.
  • Recognizes and pursues self-development opportunities.

Physical Requirements

  • May be required to work extended hours.
  • Periodic travel throughout Manitoba may be required
  • Must have valid driver’s license and access to reliable vehicle.
