Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

 

Position Overview

Capital and Facilities Management provides the capital planning and project delivery for healthcare projects across Manitoba’s healthcare system as well as leading facilities management. Facilities management includes the operations and standards related to environmental services, security, environmental sustainability, energy/utility management, maintenance services and infrastructure engineering and support). 

 

The Director Major Capital Projects oversees the delivery of large healthcare projects working with the Transformation Management Office Capital and Shared Health Capital & Facility Management. Having over 10 years’ experience in large healthcare projects, the Director will lead the assigned projects beginning with engagement at functional programming, through design, into occupancy and operationalization.The incumbent will oversee planning, partnership arrangements, tendering, project delivery and construction strategies.  Working with an assigned team of project managers, consultant and contractors and working with the healthcare service delivery organizations and provincial service delivery areas they ensure that project management principles are applied uniformly to achieve scope, budget and schedule.
 

MAIN FUNCTION:
The Director, Major Capital Project leads Service Delivery Organizations (SDO’s) and healthcare organizations in the planning and delivery of major renovations and new facility construction in the province. The primary task will be to aid in the completion of facility upgrade and new facility construction associated with the Clinical Preventive Services Plan being delivered out of the Transformation Management Office throughout Manitoba, overseeing planning, procurement, partnership arrangements, project delivery and construction strategies.

 

Overseeing major projects throughout the provincial healthcare system, the Project Director, Major Capital Projects evaluates and applies knowledge and expertise of design and construction to ensure quality, timely, cost-efficient delivery. Engages with consultant and construction community and makes recommendations, within current procurement policy, project delivery methodology in alignment with organizational and project specific goals ensuring effective management of project scope, schedule, budget, quality, and risk.

 

Working with the SH C&FM Directors of Planning and Project, Design & Delivery, the Major Capital Projects Director ensures that all relevant clinical input, as well as enabling streams are gathered in a timely manner and incorporated into the project process. Integrates all identified capital needs from subject matter expert (SME) areas including Information Communication Technology, specialized equipment, clinical engineering, infrastructure renewal and other support business unit requirements. Works with Shared Health and SDO Capital and FM teams to incorporate evidence-informed project concepts to the planning, design, construction, and operationalization of all identified capital projects.

 

Leads relationship and conflict management on capital project delivery including risk assessment, quality assurance and management of escalated issues. Works with Shared Health Supply Chain Management and Legal Services to ensure contracts and tendering processes comply with legislative, regulatory, and legal requirements. Ensures that documented project management practices are followed which include approved and documented Project Programming, Owner Project Requirement, Basis of Design, and Integrated commissioning (including as-built info and related user manuals).

Experience

  • Minimum 10 years’ experience in leadership position in healthcare organization directly managing complex major capital construction projects including overseeing clinical and facilities design and construction, ensuring the vision established for the project is met for the organization. Experience working with assigned resources in the development of best practice clinical plans for the new facilities to maximize their clinical functionality.
  • Minimum 10 years’ experience working closely with design and construction contracts with a proven track record of effective execution and management.
  • 10 years minimum leading project delivery team illustrating ability to plan, prioritize and direct work assignments among assigned team members on projects demonstrating accountability and efficiency in an effective manner.
  • Experience must include management of financial resources and processes to meet project goals. Demonstrated experience related to the development and implementation of operational plans and capital budgets; experience should include budget updates, authorization control and reporting of expenditures.
  • Demonstrated leadership in stewarding projects through funding approval process’.
  • Experience reporting on budget status, including presentation of budget risks, mitigation strategies and issues.
  • Demonstrated knowledge and experience with provincial and national design and construction industries, standards, and best practice.
  • Proven ability to lead broad team through each stage of facility programming, planning and design, construction to occupancy and facility take over.

Education (Degree/Diploma/Certificate)

  • Bachelor’s degree in related Healthcare Facility Planning, Business, Engineering, Architecture required.
  • Master’s degree preferred.

Certification/Licensure/Registration

  • Appropriate registration with provincial professional licensing body, or certification body.

Physical Requirements

  • May be required to travel throughout the service area requiring a valid Manitoba driver’s license and use of a personal motor vehicle.
