Job Purpose:

Lead the establishment and operation of DP World’s new multimodal logistics hub at Jailor (Yangi Avlod Industrial Zone, Tashkent). The role encompasses the transition from construction to full operational readiness, ensuring commercial success, operational excellence, and alignment with DP World standards and the company’s strategic objectives in Central Asia

Key Accountabilities:

Commissioning & Operational Readiness

• Lead terminal pre-operations planning, construction, commissioning, and transition from construction to operational phase.
• Develop and implement Standard Operating Procedures (SOPs) for all terminal functions.
• Ensure compliance with local and international operational, environmental, and safety standards.
• Oversee equipment procurement, installation, and systems integration.

Operations Management

• Manage all terminal operations (cargo handling, warehousing, transport interfaces, maintenance, etc.) to ensure efficiency, safety, and cost control.
• Establish and monitor key operational KPIs (throughput, turnaround time, productivity, downtime, etc.).
• Coordinate with logistics partners, freight forwarders, rail, and trucking companies for seamless operations.
• Implement best practices in asset utilization, yard management, and workforce productivity.

Commercial development

• Develop and execute the commercial strategy for terminal and warehouse utilization.
• Support business development efforts and client relationship management to attract zone residents, logistics companies, and industrial clients.
• Manage key customer relationships, negotiate service agreements, and ensure competitive positioning in the Tashkent logistics market.

Financial Performance

• Develop annual operational budgets, forecasts, and business plans.
• Control operational expenditures while achieving performance and quality targets.
• Identify opportunities for revenue growth and operational optimization.
• Support business development efforts and client relationship management.

People Leadership

• Build and lead a high-performing local management and operations team.
• Foster a culture of safety, accountability, and continuous improvement.
• Drive training and skill development initiatives for operational staff.

Corporate governance, compliance, Safety & Sustainability

• Ensure full compliance with national regulations, company policies, and international standards.
• Establish effective internal controls, reporting, and audit readiness aligned with DP World’s global compliance framework.
• Ensure transparent and accurate reporting to shareholders, auditors, and state bodies.
• Lead safety and environmental management programs to maintain zero-harm operations.
• Promote sustainability and energy efficiency initiatives in terminal operations.

Stakeholder Management

• Represent the terminal with government authorities, local communities, and regulatory bodies.
• Collaborate with contractors, consultants, and internal corporate teams throughout the project lifecycle.
• Maintain strong communication with headquarters on progress, challenges, and opportunities

Qualifications, Skills and Experience:

• Bachelor’s or Master’s degree in Logistics, Engineering, Business Administration, or a related field.

• 10–15 years of experience in railway terminal, port, or large-scale logistics operations management. 

• Experience in greenfield project delivery, including construction oversight, as well as transition to operations.

• Sound understanding of rail and intermodal logistics, warehouse management, and customs processes.

• Proven track record in operational excellence, cost control, and team leadership.

• Strong understanding of health, safety, and environmental (HSE) standards and compliance.

• Excellent communication skills in English and at least one of the locally spoken languages (Russian or  Uzbek).

• Previous experience in a joint venture or PPP environment and dealing with government stakeholders is highly desirable.

• Exposure to Central Asia markets is an advantage.

• Strong leadership, problem-solving, and stakeholder management skills.
