About this role

I.  Job Summary: This position is responsible for supporting WMRE’s Renewable Natural Gas (RNG) Regulatory Compliance department to ensure that all regulatory obligations are met, and certifications are maintained.  The successful candidate will work in conjunction with multiple departments across WM to ensure all relevant data and input is provided in a timely fashion, this will include data from WM landfills, WMRE RNG facilities and WM dispensing stations.  There will often be competing priorities and effective task management is an important skill; attention to detail and a willingness to learn the industry are also essential traits.

 

II.  Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  Other minor duties may be assigned. 

  • Coordinate with a large number of landfills to facilitate the creation of biogas tokens in support of the RNG process.      Development of process documentation will be a key responsibility.
  • Support EPA registration of landfills associated with new RNG developments.
  • Q/C and submit data to the EPA via EMTS and voluntary markets via M-RETS.
  • Work in conjunction with peers to support the RIN splitting process via CNG/LNG dispensing stations.
  • Staying current with all relevant RNG regulations and downstream markets, with a primary focus around landfills and CNG dispensing stations.
  • Connect regional stakeholders and WMRE staff in discussions around potential projects related to compliance tasks.
  • Pull data and reports from various operational and financial databases; providing the information in the format required by various regulatory agencies.
  • Support Quality Assurance Program (QAP) activities – supply affidavits, data, and documentation to stakeholders.
  • Support Low Carbon Fuel Standard (LCFS) Verification and Validation – fuel pathway data requests, quarterly fuel transactions, verifier requests.
  • Update Renewable Fuel Standard (RFS), LCFS, Canadian Clean Fuel Regulations (CFR), and International Sustainability and Carbon Certification (ISCC) program registrations as necessary, i.e. changes at RNG plants, addition of new fueling stations, etc. Coordinate updates with business and compliance stakeholders.
  • Support the broader WMRE organization via ad hoc requests.

IV.  Qualifications:

Education and Experience 

  • Education: Bachelor's Degree (accredited), or in lieu of degree, High School Diploma or GED (accredited) and four (4) years of relevant work experience.
  • Experience: Minimum of two (2) years relevant experience with RNG, landfills, refuse collection and/or CNG Fueling (in addition to education requirement

 

  • Preferred Experience:
  • Regulatory experience in the energy industry.
  • Previous experience with EPA and  Renewable Fuel Standard
  • General understanding of RNG processes.
  • Experience with LCFS and RFS programs.
  • Advanced knowledge in Microsoft Office Applications (Word, PowerPoint, Excel).
  • Excellent organizational and communication skills.
  • Limited travel required. May need to travel overnight on occasion.
