About this role

Plan, manage and oversee activities for assigned program areas. Develop, implement and monitor policies and procedures and provide guidance to others. To provide advice, assistance and training on all aspects of VDOT's records management program with emphasis on the transfer of records to offsite storage and the proper disposition of all VDOT records in compliance with the Government Data Collection and Dissemination Practices Act and the Critical Infrastructure Information and Sensitive Security information.

How you will contribute:
  • Communications: Communicate with stakeholders to include VDOT staff, state government officials and other diversified groups on matters related to VDOT programs, policies, procedures or projects.
  • Financial Leadership: Programs are managed to ensure proper financial stewardship of VDOT resources and budgets.
  • Manage Programs and Projects: Plan, oversee and implement programs or projects related to assigned program area. Oversee staff assignments and priorities.
  • Policies and Procedures: Develop and implement procedures, processes and best practices. Provide strategic planning for program areas and recommend new initiatives to improve operations.
  • Record Management: Provide records and document management consulting services by providing advice and assistance to VDOT staff on all aspects of records management including the creation, preservation, storage, filing, reformatting, management and destruction of VDOT public records. Provide advice on the purchase and or implementation of computer information systems to ensure that the records are available for any legal, administrative or fiscal need and they are created, stored and retrieved as economically as possible. Maintain current knowledge on state and federal laws, the records management profession and computer and information systems. Oversee transfer of official state and local records to the Library of Virginia or State Records Center for temporary or archival storage and oversee destruction of agency records when no longer needed for legal, fiscal, business or regulatory reasons.
  • Records Maintenance: Review draft Records Retention and Disposition Schedules to ensure that permanently valuable records and vital records are identified and non-permanent records are authorized for timely destruction when no longer needed for legal, fiscal, administrative or historical reasons. Propose rules, regulations and standards for the purpose of establishing uniform guidelines for the management and preservation of public records throughout VDOT. Research, analyze and develop records management policies, plans and procedures for VDOT's manual and automated records management program to ensure the standardization and economical management of VDOT's records.

  • Additional Considerations:
  • A combination of training, experience, or education in Public Adminstration, Business Administration, Information Systems or related field desired.
  • Certified Records Manager.
  • Experience in manual and automated records management programs; deployment of information systems applications and training development and delivery.
  • Experience in policy and procedure development and implementation, business process and workflow analysis; and program development and implementation.
  • Prior experience implementing metrics, evaluating program performance and reporting desired.
